KEY POINTS FOR EXISTING COMMERCIAL Façade REHABILITATION PROGRAM

Below are the key points to the revised Commercial Façade Rehabilitation Program that Council unanimously approved on November 04, 2008.

The program is available in Community Development Block Grant (CDBG) target areas and all Redevelopment Project areas only. Program funds can only be used for exterior improvements specifically dedicated to façade improvements and signage. The program operates with CDBG and Redevelopment funds and the overall annual budget is $675,000. Staff submits each proposed project to the Redevelopment Agency for approval of project funding and the scope of work.

Listed below are the three main components of the financial assistance provided under the Commercial Guidelines:

1. Grants: Grants shall be available to all property/business owners who meet the program requirements listed on Section II of the guidelines. (Guidelines Attached) Grants shall be provided in the amount of $450.00 per lineal foot of parcel as measured along the street side(s).

2. Matching Grants: Matching grants is available to qualified applicants. The Agency shall provide the applicant with $1.00 in grant funds for every $1.00 of personal funds that the applicant contributes towards the qualified rehabilitation improvements of the building. The maximum matching grant amount that will be awarded per applicant is up to fifty percent (50%) of the maximum grant amount based on lineal feet of eligible building FAÇADE.

3. Loans: The loan will carry with it an interest rate of zero (0%) percent per year. The maximum loan amount cannot exceed up to fifty percent (50%) of the maximum grant amount based on lineal feet of eligible building FAÇADE. The loan shall be deferred and is only available to the property owner since the property will be used as collateral on the loan. Full payment of the program loan is required when; 1) the property is sold or title is transferred; 2) the property is refinanced; or 3) 15 years from receipt of funds.

ITEMS NEEDED TO DETERMINE ELIGIBILITY


In order to evaluate your application for a Rehabilitation Grant or Loan, our office requires the following:
 
  • PROGRAM APPLICATION
    Included in this packet.
  • COPY OF GRANT DEED
    This document will verify that you are the owner of the property and confirm how title is held. If you are the tenant, please provide a copy of the Grant Deed and a copy of the lease agreement, as well as the Property Owner(s) Authorization form, which can be obtained from the Program Office.
  • PHOTO IDENTIFICATION.
    Please provide photo identification for every person who is on title on the property and for those listed on the lease agreement (if applicable).
  • COPY OF RECENT UTILITY BILL
    This document is needed to verify ownership of property or business.
  • COPY OF INSURANCE DOCUMENTATION
    Please provide photocopies of current property insurance documentation.
  • COPY OF RECENT PROPERTY TAX BILL
    This document is needed to verify ownership of property.

When submitting the grant deed, utility bills, property tax bill, photo I.D. and insurance documentation - DO NOT SEND ORIGINALS - please provide photocopies.
