The
Finance Division, which operates under
the direction of a Finance Officer, handles a variety of city functions
including budgeting, revenue collection, business license, purchasing,
central services, warehousing, payroll, accounts payable, accounts
receivable, and financial accounting. The division is further sub-divided
into four (4) groups namely: Administration, Revenue, Purchasing, and
Accounting.
Administration: Responsible for the administration and
supervision of the Division. This group likewise prepares and publishes the
Annual Operating Budget of the City and the Redevelopment Agency, and the
Comprehensive Annual Financial Report (CAFR). It provides the City Council,
the City Manager and all other city workgroups with financial information
and analysis of financial issues.
Revenue: Responsible for the enforcement of the provisions of
the Carson Municipal Code pertaining to taxation, regulatory permits and
franchises, as well as the collection of delinquent debts owed to the city.
The group strives annually to maximize revenue sources and pursues new
sources wherever possible. The revenues generated by this group help pay for
the services provided to the residents of the city.
Purchasing: Procures and controls the supplies and equipment
used by city workgroups and offers support services to city workgroups
through cost effective policies and procedures. This group likewise manages
Central Services and Warehouse operations.
Accounting: Provides administration and general direction for
all accounting functions such as Payroll, Disbursements, Accounts
Receivable, and Financial Accounting and Reporting.
