  Discount Utility User Tax
   
 

In a Special Election on March 3, 2009, the voters of the city of Carson approved Measure C, a ballot measure which imposed a 2% Utility User Tax (UUT) on gas and electric usage for a 7 year period beginning July 1, 2009. The UUT will be paid by Carson residents and businesses and will be collected and remitted by the utility service providers who serve them. The utility service providers will then remit the tax payments on a monthly basis to the city’s Administrative Services Workgroup.

  Carson’s UUT provides for certain constitutional and statutory exemptions. No user shall be required to pay more than $1 million in electricity users tax, or gas users tax, or combined, for service provided in any calendar year. An entity that foresees exceeding the cap may request an agreement to pre-pay the tax annually in order to avoid incurring in-house administrative and auditing costs.
  Residential customers shall be exempt from the payment of any utility users’ tax if the household qualifies as any of the following:

 

(a) households where the household resident whose name appears on the utility bill is age 62 years and older or
(b) households where the total household income does not exceed the qualifying income limits published by the California Department of Housing and Community Development

Exemptions become effective 30 days after receipt of complete exemption paperwork. The Tax Administrator shall make the final determination as to the eligibility for an exemption.
Any claim for refund must be made in writing by completing and returning the refund form by clicking on the link.
Any business or resident that self-procures its utility service must complete the declaration form by clicking on the link. You may be responsible for self reporting and self-remitting the UUT based on usage if a third party does not do so on your behalf.
The tax rate may only be amended by a vote of the people of the city of Carson (City). The UUT shall no longer be effective on July 1, 2016 without further action.
