  Carousel Tract
 

The Los Angeles Regional Water Quality Control Board is the lead agency overseeing Shell Oil Company in the environmental investigation of the Carousel Tract. The Water Board has initiated the environmental investigation as a result of potentially significant and harmful contamination in the soils and groundwater underlying the Carousel Tract. The City does not have local regulatory authority and will assist the Water Board and other supporting state and county agencies in a thorough and rapid environmental investigation.

Pilot Test Work Plan

The Pilot Test Work Plan, Remedial Excavation and In-Situ Treatment Pilot Testing was approved by the Regional Water Quality Control Board on November 23, 2011.

Excavation Pilot Testing

The city of Carson Building and Safety division is currently reviewing plans to issue grading permits  for the excavation pilot testing for the following six properties:
  • 24533 Ravenna Avenue
  • 24736 Ravenna Avenue
  • 24612 Neptune Avenue
  • 24715 Neptune Avenue
  • 24432 and 24502 Marbella Avenue
Portions of the front or rear yards will be excavated to a depth of approximately 10 feet. Upon completion of the excavation, the holes will be filled and compacted with clean soil.

Residential Sampling Activity

As of April 20, 2012, the completed Residential Sampling Activity is as follows:

  • 264 homes have been screened for methane. (93%)
  • 264 homes have had soils sampled and vapor probes installed. (93%)
  • 260 homes have had sub-slab soil vapor probes sampled (91%).
  • 75 homes have had indoor air sampling. (26% completed)

Final Clean-up and Abatement Order

  On March 11, 2011, the Regional Board issued Final Cleanup and Abatement Order (CAO) No. R4-2011-0046, directing Shell Oil Company to assess, monitor, and cleanup and abate total petroleum hydrocarbons and other contaminants of concern discharged to soil and groundwater at the former Kast Property Tank Farm.
