Housing & Neighborhood Development Division
Division Description:  
The Housing and Neighborhood Development Division is one of four divisions within the Economic Development Work Group. The Housing Division is responsible for the overall management and oversight of the Community Development Block Grant Program (CDBG), the Redevelopment Agency 20% Low and Moderate Housing Fund, the Mobile Home Space Rent Control Ordinance which includes the Mobile Home Rental Review Board, the Housing and Commercial Rehabilitation Program, the First Time Home Buyer Program, and other various housing activities.

Programmatic compliance to all housing and economic activity is a primary objective of the Housing Division, as such staff provides the necessary administrative support to monitor CDBG, Redevelopment, and Mobile Home activities to insure amenability to local, state and federal regulation. Staff is also responsible for seeking other funding sources to augment existing and new programs that can aid in the development of new affordable housing and community based services to residents.

The Housing Division is one of the City Manager’s resources that provides project review and recommendations to the City Council/Redevelopment Agency concerning financial and technical assistance to various for-profit and not-for profit housing developers. These housing development opportunities are encouraged to provide Carson residents with decent, safe, secure, and affordable housing services.


Division Goal and Objective

  • To provide quality service to the residents of the City of Carson.
  • Develop a budget of expenditures of the past year and current allocations.
  • Develop a statement of objectives and projected use of funds for annual CDBG allocation. Appropriate financial management system in accordance with federal, state, and local requirements.
  • Negotiate/allocate funds to various housing development entities and implementation of development agreements for such groups.
  • Seek other model programs and funding sources and aid in the development of new programs and services to the community.
  • To upgrade the quality of new and existing housing stock and to generally enhance the City’s overall economic environment.
  • Utilize personal computer scheduling, project management and spread sheet programs to enhance division efficiency and to implement a comprehensive automated information management system.
