Entitlements: The Boulevards at South Bay (formerly known as Carson Marketplace) is a 168-acre development project, 157-acres of which are a former landfill. The Boulevards at South Bay Specific Plan and Environmental Impact Report provides for a potential mix of approximately 1.9 million square feet of commercial, retail and entertainment uses, a 300-room hotel, and up to 1,550 residential and/or multifamily units.
Location:The project is located north and south of Del Amo Boulevard, west of the I-405 San Diego Freeway, north and east of the Torrance Lateral Channel.

REMEDIATION OVERVIEW
  • Cal Compact Landfill operated on the site from 1958 to 1965
  • The California Department of Toxic Substances Control (DTSC) is regulating the remediation of the landfill.
  • Tetra Tech, Inc. is the environmental contractor performing the remediation and the long-term operations, monitoring and maintenance of the site.
  • A landfill gas collection system is currently being installed over the entire site to collect any landfill gas that is being released. The gas extraction system will connect to the operations center, where the gas will be filtered and burned off.
  • A 60mm-thick membrane is being placed over the refuse and above the gas extraction system, which will keep landfill gas from being released and water from seeping through the landfill. The membrane has been installed on a portion of the site.
  • The DTSC will approve all the systems and controls before any of the buildings can be occupied. DTSC will only give their approval when it is safe for employees, residents and shoppers to occupy the site.
  • The operations center, which is currently under construction, will be open to the public and will serve as an educational center on the treatment and monitoring of the former landfill.
BENEFITS
  • Once the project is in full operation, it is projected to generate over $5 million annually in sales tax, hotel tax and property tax revenue that will go to the city's general fund.
  • A former landfill that has not been remediated and is a potential hazard to the community is being made safe for new development.
  • There will be no cost to Carson residents to develop the project and none of the city's general fund dollars will be used.
  • The project is anticipated to add more than 4,500 construction jobs as well as 5,000 permanent jobs to the City of Carson.
  • The city's housing stock will be improved by providing for a substantial number of rentals and for sale units.
  • The prime location will maximize the amount of entertainment, retail shopping, restaurant and hotel uses in the city with a sustainable balance of residential and non-residential uses.
  • The Boulevards at South Bay will provide a signature/gateway project that contributes to a vibrant core for the city and acts as a catalyst for further first class development.
NEXT STEPS
The city, working in cooperation with DTSC and LNR has brought a site that presents many development challenges to a point where construction of a first quality commercial and residential project is now possible. Over the past several years, the focus has been on the remediation and installation of public and private utilities. As market conditions improve, the developer is preparing for the Boulevards Outlets with over 500,000 sf of designer brands, more than 70,000 sf of sit-down and quick-serve restaurants, plus other entertainment venues, up to 1,550 residential units and a 300-room hotel.

The Boulevards at South Bay will be one of the largest shopping center developments in Los Angeles County. With over 300,000 cars passing this site each day, 561,000 people living within 5 miles of the site and 4.3 million residing within 15 miles, the Boulevards at South Bay will meld residential, retail, entertainment and hospitality uses for a growing population to live, work and play in the hub of the South Bay!
