Carousel Tract

 

The Los Angeles Regional Water Quality Control Board is the lead agency overseeing Shell Oil Company in the environmental investigation of the Carousel Tract. The Water Board has initiated the environmental investigation as a result of potentially significant and harmful contamination in the soils and groundwater underlying the Carousel Tract. The City does not have local regulatory authority and will assist the Water Board and other supporting state and county agencies in a thorough and rapid environmental investigation.

Update on Carousel Tract Remedial Action Plan - Carson City Council Town Hall Meeting, August 29, 2016

Soil remediation at the Carousel Tract will commence in April 2016. It involves placement of pipelines ranging from 6" to 14", encased in a 2-sack slurry, placed on the (below) highlighted streets at a depth range of approx. 36"-42" to the top of the encasement. The pipelines are used to channel the extracted materials from the Soil Vapor Extraction operation. As part of this project --but will be permitted separately-- the water company will also be relocating their water mainline. AT&T is also proposing to remove their infrastructure from below ground onto existing wooden poles owned by Southern California Edison (SCE). This is NOT a City project and calls/concerns from the public shall be directed to the Public Outreach Team Hotline number above. It is estimated for this work to be completed in 5 years. Other than the pipeline work, there will be significant excavation and improvement within private properties. The contractor's staging area is located on the west side of Main Street, just north of Lomita Blvd. There may be an increase of commercial vehicles using Lomita between Main Street and Neptune Ave.

There will be several permit applications for the work done within the public R/W (backfill, asphalt, speed humps, striping, traffic control, etc. The work is isolated per cluster (below). There are 27 clusters and each cluster will be permitted and bonded separately. All disturbances within the public R/W and damages to existing improvements will be replaced-in-kind. The contractor will perform a grind and overlay of all the affected streets after all work has been completed.

  • 272 Total homes have been screened for methane. (95%)

  • 273 homes have had soils sampled and vapor probes installed. (95%)
    • 45 of 272 Total are Non Represented (16%)
    • 1 home is not able to have soil sampled due to hardscape and utilities
    • 24519 Ravenna had soil sampling conducted only(no probe install)

  • 273 homes have had sub-slab soil vapor probes sampled (95%).
    • 44 of 273 Total are Non Represented (16%)

  • 261 Total Homes have had indoor air sampled. (91%)
    • Of the 22 homes inthe Carousel Tract that requested indoor air during the July 19, 2010 community meeting, 20 have been tested.
    • 33 of 261 Total are Non Represented (13%) (3 previously Represented Home that are now Non Represented have been acounted for in total).
    • 244 of 261 Total have had 2nd round of Indoor Air conducted (94%)
      • 86% of Total Homes in the Carousel Community have had 2nd Round of Indoor Air conducted.
      • 19 of 244 Homes that have 2nd Round of Indoor Air conducted are Non Represented (8%)

Final Clean-up and Abatement Order

  On March 11, 2011, the Regional Board issued Final Cleanup and Abatement Order (CAO) No. R4-2011-0046, directing Shell Oil Company to assess, monitor, and cleanup and abate total petroleum hydrocarbons and other contaminants of concern discharged to soil and groundwater at the former Kast Property Tank Farm.
