Occidental Petroleum Corporation (OXY) ‐ an international oil and gas exploration and production company is proposing the construction and operation of a new oil and gas production facility (Facility) to develop a portion of the Dominguez Oil Field that has been out of production for many years. OXY proposes to construct a Facility located at 1450 -1480 Charles Willard Street, consisting of up to 202 wells (2 existing test wells and approximately 130 new production wells, 65 salt water injection wells, four salt water production wells and one slurry injection well), an oil and gas processing facility, water treatment, water injection operations, slurry injection or disposal operations, an electrical connection, emergency flare, and shipping and pipeline facilities to produce and transport approximately 6,000 barrels per day of oil and three million standard cubic feet per day of natural gas.

Directional drilling techniques will be used in order to pinpoint oil reservoirs at depths of 4,000 to 13,500 feet. The proposed project does not include the use of hydraulic fracturing.

The Facility will be constructed within a 30-foot high walled 6.5 acre site, with the drill rig mast enclosed and designed to be visually compatible with the existing industrial and commercial buildings at the Dominguez Technology Centre. Air quality, geology/soils, hazards/hazardous materials, hydrology/water quality, noise, and transportation/traffic are the environmental areas that may be adversely affected by the proposed project.

The analysis of impacts concluded that noise due to off-site pipeline and electrical conduit construction may exceed the City's significance threshold for noise even after implementing the imposed mitigation measures. The DEIR has concluded that impacts to all other CEQA topic areas will be less than significant or less than significant after mitigation.
