ITEM NO. (2)                      CONTRACT EXTENSION WITH MDG ASSOCIATES FOR HOUSING INSPECTION SERVICES RELATED TO THE NEIGHBORHOOD PRIDE PROGRAM AND THE COMMERCIAL REHABILITATION PROGRAM (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE the extension of contract with MDG Associates, Inc. for an additional one-year period.

ITEM NO. (3)                      REQUEST TO CONSIDER APPROVING THIRD AMENDMENT TO REDEVELOPMENT LOAN AGREEMENT BETWEEN ALTMAN'S WINNEBAGO AND THE REDEVELOPMENT AGENCY (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

1.                  AUTHORIZE the Executive Director to execute the third amendment to the original loan agreement.

ITEM NO. (4)                      RESOLUTION NO. 04-22: DESIGN OVERLAY REVIEW NO. 03-09-830 TO CONSTRUCT A 2,980 SQUARE FOOT DRIVE-THROUGH AND SIT-DOWN WENDY'S FAST FOOD RESTAURANT LOCATED AT THE NORTHEAST CORNER OF MAIN STREET AND SEPULVEDA BLVD. IN THE CG (COMMERCIAL, GENERAL) ZONED DISTRICT AND WITHIN THE MERGED AND AMENDED REDEVELOPMENT PROJECT AREA (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE Design Overlay Review No. 03-09-830 subject to the conditions of approval attached as Exhibit "B" to the resolution.

2.                  WAIVE further reading and ADOPT Resolution No. 04-22, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, APPROVING DESIGN OVERLAY REVIEW NO. 03-09-830."

ACTION:

ITEM NO. (5)                      RESOLUTION NO. 04-23: DESIGN OVERLAY REVIEW NO. 03-10-833 TO REMODEL AND EXPAND AN EXISTING FORD AUTO DEALERSHIP LOCATED AT 21212 S. AVALON BLVD. IN THE CR-D (COMMERCIAL, REGIONAL; DESIGN OVERLAY) ZONED DISTRICT AND WITHIN REDEVELOPMENT PROJECT AREA NO. 1 (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE Design Overlay Review No. 03-10-833 subject to the conditions of approval attached as Exhibit "B" to the resolution.

2.                  WAIVE further reading and ADOPT Resolution No. 04-23, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, APPROVING DESIGN OVERLAY REVIEW NO. 03-10-833."

(6)                      RESOLUTION NO. 04-24: DESIGN OVERLAY REVIEW NO. 03-09-829: APPROVAL TO CONSTRUCT A 165,000 SQUARE FOOT ADDITION TO AN EXISTING 194,200 SQUARE FOOT INDUSTRIAL BUILDING ON 11 ACRES LOCATED AT 17703 S. MAIN ST. IN THE MH (MANUFACTURING, HEAVY) ZONE DISTRICT AND WITHIN REDEVELOPMENT PROJECT AREA NO. 1 (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

1.                  APPROVE Design Overlay Review No. 03-09-829, subject to the conditions of approval attached as Exhibit "B" to the resolution.

2.                  WAIVE further reading and ADOPT Resolution No. 04-24, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, APPROVING DESIGN OVERLAY REVIEW NO. 03-09-829."

ACTION:

ITEM NO. (7)                      REQUEST TO AMEND CONDITION NO. 2A OF THE RECOMMENDATIONS APPROVED BY THE CARSON REDEVELOPMENT AGENCY ON MARCH 16, 2004 WITH REGARD TO THE REQUEST FOR FINANCIAL ASSISTANCE FROM ADVANCED MACHINE STRETCHFORM INTERNATIONAL (AMSI) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

1.                  APPROVE amending Condition 2a of the recommendations approved by the Carson Redevelopment Agency on March 16, 2004 with regard to the request for financial assistance from Advanced Machine Stretchform International (AMSI) to read as follows:

2.                  "a.    Execution of and acceptable back-up funding agreement between a bank willing to provide a Letter of Credit (LOC) and the Agency in the event of an LOC call by the LACCDC.  Said funding agreement shall be interest only for a minimum of one year."
