ITEM NO. (4)                        APPROVAL OF ELECTION RESOLUTIONS FOR THE MARCH 8, 2005 GENERAL MUNICIPAL ELECTION AND APPROVAL OF MARTIN AND CHAPMAN CO., ELECTION CONSULTANTS, RESOLUTIONS NOS. 04-151 & 04-152 (CITY CLERK)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 04-151, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, THE 8TH DAY OF MARCH, 2005, FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES."

2.                  WAIVE further reading and ADOPT Resolution No. 04-152, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, MARCH 8, 2005."

3.                  APPROVE a purchase order for Martin and Chapman Co., elections consultant, in the approximate amount of $80,950, in accordance with Elections Code Section 13001(a).

(5)                        CONSENTING TO AN ELECTION CONSOLIDATION WITH THE CITY OF LOS ANGELES INCLUDING THE LOS ANGELES COMMUNITY COLLEGE DISTRICT AND ORDERING THAT THE THREE (3) SEATS ON THE BOARD OF TRUSTEES OF THE LOS ANGELES COMMUNITY COLLEGE DISTRICT APPEAR ON THE BALLOT OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 8, 2005, RESOLUTION NO. 04-153 (CITY CLERK)

RECOMMENDATION for the City Council:

ITEM NO. (6)                        ATTENDANCE AT THE CALIFORNIA GOVERNOR'S CONFERENCE FOR WOMEN AND FAMILIES BY SIX WOMEN'S ISSUES COMMISSIONERS AND TWO HUMAN RELATIONS COMMISSIONERS (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  APPROVE attendance of six Women's Issues Commissioners and two Human Relations Commissioners at the Governor's Conference on Women and Families on December 7, 2004 at the Long Beach Convention Center.

ITEM NO. (7)                        SURETY BOND RELEASE - PARCEL MAP NO. 24965: SOUTHEAST CORNER OF MAIN ST. AND SEPULVEDA BLVD. (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as completed.

2.                  AUTHORIZE the release of the surety bond in the amount of $94,000.

3.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and Los Angeles County Department of Public Works.

ACTION:

ITEM NO. (8)                        STREET LIGHTING SURETY BOND RELEASE - PARCEL MAP NOS. 21929 AND 21929-01: DOMINGUEZ TECHNOLOGY CENTER WEST (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as completed.

2.                  AUTHORIZE the release of the surety bond in the amount of $1,637,000.

3.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and Los Angeles County Department of Public Works.

ITEM NO. (9)                        SETTING A PUBLIC HEARING TO CONSIDER GRANTING A PIPELINE FRANCHISE RENEWAL TO CHEMOIL REFINING CORPORATION, RESOLUTION NO. 04-149 (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 04-149, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DECLARING ITS INTENTION TO GRANT A NONPUBLIC UTILITY PIPELINE FRANCHISE TO CHEMOIL REFINING CORPORATION."

2.                  SET the matter for public hearing on December 8, 2004.

ACTION:

ITEM NO. (10)                    AMEND PURCHASE ORDER NO. B01896 FOR PHOTOGRAPHIC SERVICES (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the amendment increasing the term purchase order issued to Castro Color Studios by $12,000, for an amended contract total of $65,324.50.

2.                  APPROPRIATE $12,000 from the unreserved, undesignated general fund balance to Account No. 01505400036004 (City Manager's Office - Public Information - Operations - Professional Services) to cover the additional costs to be incurred during the remaining contract period.
