1.                  APPROVE the professional services contract with Chris Ketz in the amount of $48,000, to provide part-time staff assistance to the Planning Division from November, 2004 to June 30, 2005.

ITEM NO. (8)                      ACCEPT AS COMPLETE - PROJECT NO. 965: ANNUAL RUBBERIZED EMULSION AGGREGATE SLURRY PROGRAM (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT as complete Project No. 965: Annual Rubberized Emulsion Aggregate Slurry Program.

2.                  AUTHORIZE staff to file a Notice of Completion.

ITEM NO. (9)                      AUTHORIZATION FOR FOUR PLANNING COMMISSIONERS TO ATTEND THE JOINT HOUSING SUMMIT, "STRATEGIES & TACTICS FOR INFILL DEVELOPMENT SUCCESS" AND THE "GET SMART ABOUT SMART GROWTH" WORKSHOP (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  AUTHORIZE four Planning Commissioners to attend the Joint Housing Summit, "Strategies & Tactics for Infill Development Success" and the Get Smart about Smart Growth Workshop.

ACTION:

ITEM NO. (10)                  ACCEPTANCE OF THE OFFICE OF TRAFFIC SAFETY (OTS) - DRIVING UNDER THE INFLUENCE (DUI) CHECKPOINT PROGRAM GRANT AWARD, RESOLUTION NO. 04-144 (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the amount of $133,500 from the Office of Traffic Safety (OTS) for the Driving Under the Influence (DUI) Checkpoint Program

2.                  APPROVE the FY 2004/05 revenue projection of $133,500 for account number 39 00 999 212 4516

3.                  APPROPRIATE $133,500 to the account numbers listed in the fiscal impact section of this report

4.                  WAIVE further reading and ADOPT Resolution No. 04-144, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING GRANT FUNDS IN SUPPORT OF THE DRIVING UNDER THE INFLUENCE (DUI) CHECKPOINT PROGRAM."

ITEM NO. (14)                  ESTABLISHMENT OF A REWARD FUND FOR INFORMATION LEADING TO THE ARREST AND CONVICTION OF PERSONS RESPONSIBLE FOR THE MURDER OF WILLIE J. PIGRAM, III, RESOLUTION NO. 04-161 (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 04-161, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, PROVIDING FOR THE ESTABLISHMENT AND DISTRIBUTION OF A REWARD FOR THE PERSON OR PERSONS WHO FURNISH INFORMATION LEADING TO THE ARREST AND CONVICTION OF THE PERSON OR PERSONS WHO CAUSED THE DEATH OF WILLIE J. PIGRAM, III."

2.                  APPROPRIATE $25,000 from the unreserved, undesignated general fund balance to the designated reward fund account.

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 04-154, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ORDERING THAT A PROPOSITION RELATED TO INCREASING THE TRANSIENT OCCUPANCY TAX FROM NINE PERCENT TO 12 PERCENT BE SUBMITTED TO THE VOTERS AT THE GENERAL MUNICIPAL ELECTION ON MARCH 8, 2004."

2.                  WAIVE further reading and ADOPT Resolution No. 04-155, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SETTING PRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING A CITY MEASURE AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS."
