RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 05-032, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REQUESTING THE LOS ANGELES BOARD OF SUPERVISORS TO UNDERTAKE A FAIR AND NON-ARBITRARY AUDIT OF SHERIFF'S COSTS CHARGED TO THE TAXPAYERS OF THE CONTRACT CITIES."

ACTION:

ITEM NO. (7)                      APPROVAL OF PARCEL MAP NO. 26886:  545 E. 220TH STREET (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE Parcel Map No. 26886, located at 545 E. 220th Street.

2.                  MAKE the findings listed in the body of this report.

3.                  ACCEPT the dedications as indicated on said map.

4.                  APPROVE and ACCEPT the work agreement and improvement security listed in the body of this report, following approval by the City Engineer.

5.                  INSTRUCT the City Clerk to endorse the certificate that embodies the approval of said map on the face of Parcel Map No. 26886

ITEM NO. (8)                      AUTHORIZATION FOR TWO PLANNING COMMISSIONERS TO ATTEND THE LEAGUE OF CALIFORNIA CITIES 2005 PLANNERS INSTITUTE & EXPOSITION (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  AUTHORIZE Planning Chairperson Cottrell and Planning Commissioner Hudson to attend the League of California Cities 2005 Planners Institute & Exposition.

ACTION:

ITEM NO. (9)                      AWARD OF CONTRACT - PROJECT NO. 978:  CONCRETE RECONSTRUCTION PROGRAM (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a contract for Project 978:  Concrete Reconstruction Program in the amount of $677,980 to the lowest responsible bidder, Civil Works Corporation.

2.                  AUTHORIZE construction contingencies in the amount of $44,855 for change orders and other unforeseen work that may be required to complete this project.

3.                  AUTHORIZE the Mayor to execute the contract following approval as to form by the City Attorney.

ACTION:

ITEM NO. (10)                  AUTHORIZATION TO EXECUTE TWO LICENSE AGREEMENTS BETWEEN SHELL OIL PRODUCTS US, AND THE CITY OF CARSON FOR USE OF A PORTION OF CITY PROPERTIES, LOCATED AT 2535 EAST CARSON STREET AND AT 21330 SANTA FE AVENUE, FOR THE PURPOSE OF INSTALLATION OF GROUNDWATER MONITORING WELLS (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  AUTHORIZE the Mayor to execute, following approval as to form by the City Attorney, the two License Agreements between Shell Oil Products US and the City of Carson to allow Shell Oil Products US, access to City property for the purpose of installing groundwater monitoring wells.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as completed.

2.                  AUTHORIZE the release of the survey monument bond in the amount of $3,100.

3.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and County of Los Angeles Department of Public Works.

CARSON STREET, RESOLUTION NO. 05-031, ORDINANCE NO. 05-1336 (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the public hearing, TAKE public testimony, and CLOSE the public hearing.

2.                  WAIVE further reading and ADOPT Resolution No. 05-031, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE GENERAL PLAN LAND USE DESIGNATION OF CERTAIN PROPERTY LOCATED AT 1216-1226 E. CARSON ST., CARSON, CALIFORNIA (APN 7328-002-021, 022, 023) (GENERAL PLAN AMENDMENT NO. 67-01)."

ITEM NO. (14)                  REQUEST FOR FUNDS FOR THE CARNEGIE MIDDLE SCHOOL DRILL TEAM TO COMPETE IN THE SHARP INTERNATIONAL COMPETITION IN LAS VEGAS AND THE WORLD FINALS IN OAHU, HAWAII (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  CONSIDER the Andrew Carnegie Middle School Drill Team's request for financial assistance that would permit it to participate at the Sharp International Competition in Las Vegas and the World Finals in Oahu, Hawaii.

2.                  If the request for funding is approved, AUTHORIZE a transfer from the City's Contingency Account in the appropriate amount.

ITEM NO. (16)                  DIAL-A-RIDE SERVICE AGREEMENT (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the second amendment to the Agreement for Paratransit and Dial-A-Ride Services between the City of Carson and Administrative Services Cooperative, Inc. in order to continue the service agreement on a month-to-month basis.

2.                  AUTHORIZE the Mayor to enter into and execute a second amendment to the Agreement for Paratransit and Dial-A-Ride Services between the City of Carson and Administrative Services Cooperative, Inc. after approval as to form by the City Attorney.

3.                  INSTRUCT staff to conduct a program review and develop recommendations for program changes/enhancements in order to prepare a Request for Proposals (RFP) for a new term contract which will be reviewed and approved by the City Council prior to its release.
