1.                  COMMEND and CONGRATULATE the Carson Coordinating Council and American Cancer Society for the 2nd Annual "Carson Relay for Life" event, scheduled for August 12-13, 2-5 at California State University, Dominguez Hills, and ENCOURAGE community participation in the event.

1.                  AWARD a service contract to Sea Clear Pools, Inc. in the amount of $31,575 for one year beginning May 2005.

2.                  APPROVE ratification of the Agreement with the County of Los Angeles Probation Department, in the amount of $51,220, from July 1, 2003 through June 30, 2004, to provide Gang Alternative Prevention Program (GAPP) services to the City of Carson.

ITEM NO. (13)                  ACCEPTANCE OF THE OFFICE OF TRAFFIC SAFETY (OTS) - CALIFORNIA SEAT BELT COMPLIANCE CAMPAIGN PROGRAM MINI-GRANT FUND AWARD, OTS PROJECT NUMBER IN51911 (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the amount of $24,997 from the Office of Traffic Safety (OTS) for the California Seat Belt Compliance Campaign Program.

2.                  APPROVE the FY 2004/05, revenue projection of $24,997 for account number 01 00 999 136 4536/2200204.

(15)                  APPROVAL OF A COOPERATIVE AGREEMENT BETWEEN THE CITY OF CARSON AND THE COUNTY OF LOS ANGELES TO REPLACE EXISTING BRIDGE BARRIER RAILS AT ALAMEDA STREET OVER DOMINGUEZ CHANNEL AND DEL AMO BOULEVARD OVER COMPTON CREEK, AND ASSIGNING A PORTION OF THE CITY'S SURFACE TRANSPORTATION PROGRAM LOCAL (STPL) FUND TO FINANCE THE CITY'S COST OF THIS PROJECT (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE a cooperative agreement between the City of Carson and the County of Los Angeles to replace existing bridge barrier rails at Alameda Street over the Dominguez Channel and Del Amo Boulevard over the Compton Creek, and assigning $134,000 of the City's STPL funds to the County of Los Angeles, as credit toward the City's financial share of this project.

2.                  MAKE the findings listed in the body of this report.

3.                  AUTHORIZE the Mayor to execute the agreement, and the City Clerk to attest, following approval as to form by the City Attorney.

ITEM NO. (16)                  APPROVAL OF HOLLYWOOD BOWL SUMMER SHUTTLE SERVICE AGREEMENT (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the agreement between the City of Carson, the County of Los Angeles and the Los Angeles Philharmonic Association for the Hollywood Bowl Park-and-Ride Program.

2.                  AUTHORIZE the Mayor to execute the agreement after approval as to form by the City Attorney.

ITEM NO. (17)                  ACCEPTANCE OF AIR QUALITY INVESTMENT PROGRAM GRANT TOWARDS THE PURCHASE OF CNG-POWERED SCHOOL BUS (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the amount of $10,000 from the AQMD for the Air Quality Investment Program (Rule 2202).

2.                  DIRECT staff to include these funds in the FY 2005/06 Air Quality Fund budget.

3.                  AUTHORIZE the Mayor to execute AQMD Contract No. 04172, between the South Coast Air Quality Management District and the City of Carson after approval as to form by the City Attorney.
