These items are considered to be routine items of AGENCY/COUNCIL business and have, therefore, been placed on the CONSENT CALENDAR.  If AGENCY/COUNCIL wishes to discuss any item or items, then such item or items should be removed from the CONSENT CALENDAR.  For items remaining on the CONSENT CALENDAR, a single motion to ADOPT the recommended action is in order.

 

ITEM NO. (5)                      JOINT ITEM:  CONTRACT EXTENSION WITH MDG ASSOCIATES FOR HOUSING INSPECTION SERVICES RELATED TO THE NEIGHBORHOOD PRIDE PROGRAM AND THE COMMERCIAL REHABILITATION PROGRAM (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

1.                  APPROVE a one-year contract extension with MDG Associates, Inc., for the period July 1, 2005 through June 30, 2006, in the amount of $250,000.

ITEM NO. (6)                      SELECTION OF AN ECONOMIC/FINANCIAL CONSULTING FIRM TO PERFORM AN URBAN DECAY ANALYSIS FOR THE CARSON MARKETPLACE PROJECT ENVIRONMENTAL IMPACT REPORT (PROJECT AREA 1) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  SELECT Stanley R. Hoffman & Associates as the economic/financial consulting firm to perform the urban decay analysis for the Carson Marketplace EIR at a cost not to exceed $34,500.

2.                  AUTHORIZE the Agency Chairman to execute the agreement after approval as to form by the Agency Counsel.

ACTION:

ITEM NO. (7)                      AWARD OF CONTRACT - PROJECT 838: MAIN STREET IMPROVEMENTS FROM VICTORIA STREET TO ALONDRA BLVD. (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  AWARD a construction contract for Project No. 838:  Main Street Improvements from Victoria Street to Alondra Boulevard, in the amount of $2,688,688 to the lowest responsible bidder, All American Asphalt.

2.                  AUTHORIZE $325,000 for construction contingencies for change orders such as the removal and remediation of contaminated soil, substructure conflicts and other unforeseen construction work that may be required to complete this project.

3.                  AUTHORIZE the Chairman to execute the agreement following approval as to form by the Agency Counsel.

4.                  AUTHORIZE $200,000 for the furnishing and installation of street lighting by Southern California Edison Company.

(9)                      REQUEST FOR AUTHORIZATION TO ENTER INTO AN EXCLUSIVE NEGOTIATING AGREEMENT (ENA) WITH CARSON MARKETPLACE, LLC FOR DEVELOPMENT OF 157 ACRES GENERALLY LOCATED SOUTHWEST OF THE INTERSECTION OF AVALON BOULEVARD AND THE 405 FREEWAY AND APPROXIMATELY 11 ACRES GENERALLY LOCATED NORTH OF DEL AMO BOULEVARD, WEST OF THE 405 FREEWAY (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE an Exclusive Negotiating Agreement with Carson Marketplace, LLC.

2.                  AUTHORIZE the Executive Director to execute the Exclusive Negotiating Agreement after approval by Agency Counsel.
