Public testimony may be given on any agenda item as it is called and will be LIMITED TO THREE MINUTES PER SPEAKER.  Please fill out a Speaker Form in order to be identified correctly in the minutes.  The forms are provided on the podium in the Council Chambers.  All Speaker Forms must be turned in to the City Clerk/Agency Secretary at the beginning of the meeting.

NEW BUSINESS CONSENT (Items)     

These items are considered to be routine items of AGENCY/COUNCIL business and have, therefore, been placed on the CONSENT CALENDAR.  If AGENCY/COUNCIL wishes to discuss any item or items, then such item or items should be removed from the CONSENT CALENDAR.  For items remaining on the CONSENT CALENDAR, a single motion to ADOPT the recommended action is in order.

 

ITEM NO. (4)                        JOINT ITEM - LEASE EXTENSION FOR ECONOMIC DEVELOPMENT WORK GROUP'S OFFICE AT ONE CIVIC PLAZA, SUITE 200 (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE a five-year lease extension for the Economic Development Work Group's office space at One Civic Plaza, Suite 200, Carson, CA 90745, to commence on August 1, 2007 and expire on July 31, 2012.

2.                  AUTHORIZE the Chairman to sign the Lease Amendment, with not to exceed rental figures of $1.90/sq. ft./month for the third year, $2.00/sq. ft./month for the fourth year and $2.05/sq. ft./month for the fifth year, subject to review and approval as to form by the Agency Attorney.

ACTION:

ITEM NO. (5)                        AUTHORIZE THE EXECUTIVE DIRECTOR OF THE CARSON REDEVELOPMENT AGENCY TO EXECUTE AN ENVIRONMENTAL OVERSIGHT AGREEMENT (EOA) BETWEEN THE DEPARTMENT OF TOXICS AND SUBSTANCE CONTROL (DTSC) AND THE CARSON REDEVELOPMENT AGENCY (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE an Environmental Oversight Agreement with the Department of Toxics and Substance Control for the Carson Redevelopment Agency to compensate Department of Toxics and Substance Control for the cost of their oversight efforts.

2.                  AUTHORIZE the Executive Director to execute the Environmental Oversight Agreement after approval as to form by Agency Counsel.

ITEM NO. (7)                        SCOTTSDALE TOWN HOMES - DIALOGUE WITH ASSOCIATION BOARD REGARDING HOUSING AND SAFETY ISSUES (CITY MANAGER)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  ALLOW reports from Captain Rogers and Agency Attorney David Aleshire.

2.                  PROVIDE direction regarding strategies for assistance.

ACTION:

ITEM NO. (8)                        PROPOSED GUIDELINE CHANGES TO THE FIRST TIME HOMEBUYER PROGRAM WHICH WILL INCLUDE AN INCLUDE AN INCREASE IN THE MAXIMUM LOAN AMOUNT AND CHANGES IN THE UNDERWRITING PROCEDURES (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

1.                  APPROVE the proposed amendments to the City of Carson First Time Home Buyers Program, modifying the nature of the assistance from a fixed dollar amount (currently $50,000) to one based on a calculation of the prospective purchaser's need for assistance, and setting a maximum loan amount of $100,000
