ITEM NO. (13)                    APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH WESTGROUP DESIGNS, INC. TO PREPARE PLANS, SPECIFICATIONS AND ESTIMATES - PROJECT NO. 1111:  SOUTHBAY PAVILION REGIONAL TRANSIT CENTER (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE an Agreement for Professional Services (Exhibit No. 2) with Westgroup Designs, Inc. for survey, design and preparation of the plans, specifications and estimates and bid documents for the city of Carson Project No. 1111 in the not to exceed amount of $108,339.00.

2.                  AUTHORIZE the Mayor to execute the professional services agreement, and the City Clerk to attest, following approval as to form by the City Attorney.

3.                  AUTHORIZE staff to administratively amend the agreement with Westgroup Designs, Inc. for the expenditure of up to an additional $60,000.00 to cover the cost of additional service such as additional traffic studies, inclusion of landscaping and geo-technical investigations, etc. that staff my assign to Westgroup Designs, Inc., if necessary.

ITEM NO. (14)                    AUTHORIZATION FOR PARKS AND RECREATION COMMISSION CHAIRPERSON TO ATTEND NATIONAL RECREATION AND PARK ASSOCIATION 2006 CONGRESS & EXPOSITION (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the Chairperson of the Parks and Recreation Commission to attend the upcoming NRPA 2006 Congress & Exposition.

2.                  TRANSFER $867.00 from the city’s contingency account to augment the amount currently budgeted for conferences and travel.

ITEM NO. (15)                    REQUEST TO INSTALL A MEMORIAL PLAQUE IN THE SCOTT PARK GYMNASIUM HONORING THE MEMORY OF FORMER SENIOR RECREATION CENTER SUPERVISOR JAMES M. FOISIA (PUBLIC SERIVICES)

RECOMMENDATION for the City Council:

1.                  ALLOW and accept a plaque to be installed in the gymnasium at Scott Park in honor of James M. Foisia.

ITEM NO. (16)                    APPROVAL OF FINE ARTS & HISTORICAL COMMISSION CONTRACT FOR APOLLO WEST CARSON PLAYERS FOR FY 2006/07 (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the Apollo West Carson Players Theatre and Drama Workshop            contract in the amount of $35,000.00 for the period of July 1, 2006 through June 30, 2007.

2.                  AUTHORIZE the Mayor to execute the contract following approval as to form by the City Attorney.
