RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE hosting the California Contract Cities Association Board of Directors meeting on December 20, 2006 in the Dominguez Room of the Carson Community Center.

2.                  APPROPRIATE $6,000 from the unreserved, undesignated general fund balance to cover the costs for dinner of all city elected officials, city managers and one political action committee member.

ITEM NO. (11)                    INTERIM REVISION - STANDARD MANAGEMENT PROCEDURE (SMP) NO. 1.45:  CITY COUNCIL COMMITTEES (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE a change to Committee Agenda Items, Section A to read:  Any member of a City Council Committee and/or the City Manager may place items on the agenda for consideration b a City Council Committee.

2.                  INSTRUCT the City Council Policy Committee to include this revisin in its final recommendations on SMP 1.45 to the City Council.

ITEM NO. (13)                    EXTEND TERM PURCHASE ORDER FOR UNIFORM RENTAL SERVICES FOR THREE YEARS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE an extension of the term purchase order for uniform rental andlaundry services with Prudential Overall Supply, a Carson based vendor, for an estimated amount of $40,000.00 per year for three years, beginning August 2006 through August 2009.

ITEM NO. (15)                    AWARD A PURCHASE ORDER TO MCA CONSULTANTS TO ADMINISTER THE USED OIL BLOCK GRANT 9TH CYCLE (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the Request for Proposal process as defined by Carson Municipal Code 2610(a).

2.                  AWARD a purchase order in the amount of $28,728.00 to MCA Consultants to administer the Used Oil Block Grant 9th cycle.

ACTION:

ITEM NO. (16)                    ACCEPTANCE OF SEWER LINE FOR PUBLIC USE; 1333 E. 223RD STREET (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as complete.

2.                  ACCEPT the sewer line for public use as offered by the Carson Redevelopment Agency (CRA).

ACTION:

ITEM NO. (17)                    APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH WESTGROUP DESIGNS, INC. TO PREPARE PLANS, SPECIFICATIONS AND ESTIMATES - PROJECT NO. 1111:  SOUTHBAY PAVILION REGIONAL TRANSIT CENTER (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE an Agreement for Consulting Services (Exhibit No. 2) with Westgroup designs, Inc. to provide architectural, civil, structural, mechanical, plumbing and electrical plans, specifications, estimates and construction bid documents and construction management for Project No. 1111, in the not to exceed amount of $108,339.00..

2.                  AUTHORIZE the Mayor to execute the Agreement for Consulting Services following approval as to form by the City Attorney.

3.                  AUTHORIZE staff to administratively amend the agreement with Westgroup Designs, Inc.  for the expenditure of up to an additional $60,000.00 to cover the cost of additional services such as additional traffic studies, inclusion of landscaping and geo-technical investigations, etc. that staff may assign to Westgroup Designs, Inc., if necessary.

ITEM NO. (18)                    AGREEMENT TO PROVIDE GANG CRIME SUPPRESSION PROGRAM (GCSP) AND GANG ALTERNATIVE PREVENTION PROGRAM (GAPP) SERVICES BETWEEN THE COUNTY OF LOS ANGELES PROBATION DEPARTMENT AND THE CITY OF CARSON (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE renewal of the Agreement with the County of Los Angeles Probation Department, in the amount of $63,000.00, from July 1, 2006 through June 30, 2007, to provide Gang Crime Suppression Program (GCSP) services to the city of Carson.

2.                  APPROVE renewal of the Agreement with the County of Los Angeles Probation Department, in the amount of $63,000.00, from July 1, 2006 through June 30, 2007, to provide Gang Alternative Prevention Program (GAPP) services to the city of Carson.

3.                  AUTHORIZE the Mayor to execute the GCSP and GAPP Services Agreements for FY 2006/07 after approval as to form by the City Attorney.

ITEM NO. (19)                    REQUEST TO ADOPT LOS ANGELES COUNTY ORDINANCE NO. 2006-0029 TO ESTABLISH A MANDATORY SPAY AND NEUTER PROGRAM FOR DOGS, TO REQUIRE MICROCHIP IDENTIFICATION OF DOGS, AND TO INCREASE FEES FOR ALTERED AND UNALTERED DOG LICENSES (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

1.                  ADOPT Ordinance No. 2006-0029 of the Los Angeles County Code for the care and control of animals in the city of Carson.

ITEM NO. (20)                    PROPOSED RELOCATION OF THE SENIOR WALL OF LOVING MEMORIES (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  RETAIN the Senior Wall of Loving Memories at its current location on the West wall of the Carson/Dominguez Senior Hall.

2.                  RETAIN the photos of the honored senior inductees to 8" x 10".

3.                  ADVISE all potential renters of the Carson Dominguez Senior Hall to remove all decorations covering the Senior Wall of Loving memories and if decorations are not removed they will forfeit their room deposit.
