ITEM NO. (7)                        ADOPTION OF RESOLUTION NO. 06-43 DESIGNATING LEGAL COUNSEL FOR THE CARSON REDEVELOPMENT AGENCY (CITY ATTORNEY)

RECOMMENDATION for the Redevelopment Agency:

1.                  WAIVE further reading and ADOPT Resolution No. 06-43, "A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARSON REDEVELOPMENT AGENCY DESIGNATING LEGAL COUNSEL FOR THE CARSON REDEVELOPMENT AGENCY"

ACTION:

ITEM NO. (8)                        REQUEST TO EXTEND LOAN AGREEMENTS BETWEEN THE COUNTY OF LOS ANGELES AND THE CARSON REDEVELOPMENT AGENCY FOR THE PURPOSE OF PROVIDING FINANCIAL ASSISTANCE FOR ADVANCED MACHINE STRETCHFORM INTERNATIONAL (AMSI), LOCATED AT 18620 S. BROADWAY AND 18601 S. MAIN (REDEVELOPMENT PROJECT AREA 1) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE financial assistance in the form of the extension of the Carson Redevelopment Agency ("Agency") serving as a borrower for a $5,000,000.00 LACCDC, CDBG Float Loan at 4 ˝% fixed rate (rate to AMSI Real Estate, LLC to be approximately 6 ˝%) for a term of 30 months, with the sub-borrower being AMSI Real Estate, LLC.

2.                  AUTHORIZE the Agency Counsel, with direction from the Executive Director, to prepare the necessary documentation, including two that are similar to the draft documents (Exhibit Nos. 6-7) for the financial assistance on behalf of AMSI with the conditions as outlined on page 14 of Exhibit No. 5.

3.                  AUTHORIZE the Agency Chairman to sign all final documentation necessary for the requested financial assistance after approved as to form by the Agency           Counsel.         

ACTION:

ITEM NO. (9)                        REQUEST FOR APPROVAL OF A GRANT AND LOAN UNDER THE NEIGHBORHOOD PRIDE PROGRAM FOR MRS. VICTORIA IBERRI FOR HER PROPERTY LOCATED AT 345 E. 181ST STREET, CARSON, CA (ECONOMIC DEVELOPMENT)

THIS IS A JOINT ITEM WITH CITY COUNCIL ITEM #

RECOMMENDATION for the Redevelopment Agency:

1.                  APPROVE a rehabilitation grant for $10,000.00.00 from Community Development Block Grant Funds ("CDBG") and a loan for $31,490.00 using redevelopment set-aside funds.

(10)                    CONSIDERATION OF A RECOMMENDATION FOR ORDINANCES OF THE CITY OF CARSON, CALIFORNIA, ADOPTING AMENDMENTS TO THE REDEVELOPMENT PLANS FOR REDEVELOPMENT PROJECT AREA NO. 1 AND THE MERGED AND AMENDED PROJECT AREA PURSUANT TO HEALTH AND SAFETY CODE SECTION 33333.6(e)(2), AND AMENDING RELATED ORDINANCES IN CONNECTION THEREWITH (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

1.                  ADOPTION by City Council of Ordinance numbers 06-1361 and 06-1362.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the joint public hearing, TAKE public testimony and CLOSE the joint public hearing.

2.                  APPROVE the proposed Disposition and Development Agreement.

3.                  AUTHORIZE the Chairman to execute the Disposition and Development Agreement after approval as to form by the Agency Counsel.

4.                  WAIVE further reading and ADOPT Resolution No. 06-42, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, MAKING CERTAIN FINDINGS AND APPROVING A DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE CARSON REDEVELOPMENT AGENCY AND VENTMAC SOUL FOOD, INC. FOR THE SUBLEASE AND SUBSUBLEASE OF PROPERTY LOCATED AT 335 E. ALBERTONI STREET, SUITE 300 (PROJECT AREA 1)."
