ITEM NO. (2)                        RESOLUTION NO. 06-159, DESIGNATING THE BEAUTIFICATION COMMITTEE TO FUNCTION AS THE BOARD OF DIRECTORS FOR "KEEP CARSON BEAUTIFUL," A KEEP AMERICA BEAUTIFUL, INC. AFFILIATE, AND ESTABLISHING THE BY-LAWS AND GUIDELINES THEREFOR (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following action:

1.                  WAIVE further reading and ADOPT Resolution No. 06-159, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DESIGNATING THE BEAUTIFICATION COMMITTEE TO FUNCTION AS THE BOARD OF DIRECTORS FOR 'KEEP CARSON BEAUTIFUL,' A KEEP AMERICA BEAUTIFUL, INC. AFFILIATE, AND ESTABLISHING BY-LAWS AND GUIDELINES THEREFOR."

ITEM NO. (3)                        ACCEPT PROPOSITION C GRANT FROM THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND APPROPRIATE THE FUNDS FOR PROJECT NO. 1111:  SOUTHBAY PAVILION REGIONAL TRANSIT CENTER (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the Proposition C grant of $1,209,000.00 from the Los Angeles County Metropolitan Transportation Authority.

2.                  AUTHORIZE the increase in the Proposition C projected revenues for FY 2006/07 by $1,209,000.00.

3.                  AUTHORIZE the increase in Proposition C budgeted expenditures for FY 2006/07 by $1,209,000.00 to be expended for the Southbay Pavilion Regional Transit Center.

ITEM NO. (4)                        ACCEPT AS COMPLETE - PROJECT NO. 990:  CARSON PARK IMPROVEMENTS, REHABILITATION OF THE EXISTING IRRIGATION SYSTEM (DEVELOPMENT SERVICES)

1.                  ACCEPT as complete Project No. 990: Carson Park Improvements, Rehabilitation of the Existing Irrigation System.

2.                  AUTHORIZE staff to file a Notice of Completion.

ITEM NO. (10)                    APPROVE FUNDING TO INSTALL AUDIBLE TRAFFIC SIGNALS AND AUTHORIZE REPUBLIC ELECTRIC TO PURCHASE AND INSTALL THESE SIGNALS AT SPECIFIED CITY LOCATIONS (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the recommendations of the Public Safety Commission and the Public Works Commission to use audible traffic signals in the city of Carson.

2.                  REALLOCATE $12,500.00 of the Transportation Development Act (TDA) Article 3 funds from the Hemingway Park Pool Project to purchase and install audible traffic signals.

3.                  WAIVE the formal bid process and retain the services of Republic Electric, the signal maintenance company that is currently under contract to the city, to purchase and install audible traffic signals at

4.                  the cost of $2,500.00 each, for a total of $12,500.00 at the following five intersections on a trial basis:  Avalon Boulevard / Del Amo Boulevard, Main Street / Torrance Boulevard, Carson Street / Main Street, Avalon Boulevard / Carson Street, and Del Amo Boulevard / Leapwood Avenue.

RECOMMENDATION for the City Council:

1.                  ADOPT SMP No. 1.57 establishing a city policy that all board member and commissioner stipends are to be paid through the accounts payable system of the city.
