ITEM NO. (7)                      AUTHORIZATION TO PREPARE AND ADVERTISE "REQUEST FOR PROPOSAL" FOR PREPARATION OF PLANS, SPECIFICATIONS AND ESTIMATES - PROJECT NO. 1273:  TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF DEL AMO BOULEVARD AND TILLMAN AVENUE (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE the recommendation of the Public Works Commission and the Traffic Engineer to install a new traffic signal at the intersection of Del Amo Boulevard and Tillman Avenue.

2.                  APPROPRIATE $200,000.00 from the unreserved, undesignated Redevelopment Project Area No. 1 fund balance to cover the cost of Project No. 1273:  Traffic Signal Installation at the intersection of Del Amo Boulevard and Tillman Avenue.

3.                  AUTHORIZE staff to prepare and advertise "Request for Proposal" to prepare Plans, Specifications and Estimates - Project No. 1273:  Traffic Signal Installation at the intersection of Del Amo Boulevard and Tillman Avenue.

ACTION:

ITEM NO. (8)                      DESIGN OVERLAY REVIEW NO. 965-06. APPROVAL TO CONSTRUCT A THREE-STORY, 32-UNIT, AFFORDABLE HOUSING COMPLEX WITH SUBTERRANEAN PARKING.  PROPERTY IS LOCATED AT 21227-21239 S. FIGUEROA STREET WITHIN THE RM-25-D (RESIDENTIAL, MULTIFAMILY - 25 DWELLING UNITS PER ACRE - DESIGN OVERLAY) ZONE AND WITHIN THE REDEVELOPMENT PROJECT AREA 1 (RESOLUTION NO. 07-01)(DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE Design Overlay Review No. 965-06, subject to the conditions of approval attached as Exhibit "B" to the Resolution (Exhibit No. 2).

2.                  WAIVE further reading and ADOPT Resolution No. 07-01, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, APPROVING DESIGN OVERLAY REVIEW NO. 965-06."

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE the Consultant agreement in the amount of $60,000.00 between Paragon Partners, Ltd., and the Carson Redevelopment Agency.

2.                  AUTHORIZE the Agency Chairman to execute the Consultant agreement between Paragon Partners, Ltd., and the Agency after approval as to form by Agency Counsel.

FOR SALE AND DEVELOPMENT OF AGENCY-OWNED PROPERTY LOCATED AT 616 EAST CARSON STREET (PROJECT AREA 4) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  OPEN the joint public hearing, TAKE public testimony, and CLOSE the joint public hearing.

2.                  WAIVE further reading and ADOPT Resolution No. 07-04, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, MAKING CERTAIN FINDINGS AND APPROVING AN AMENDED AND RESTATED DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE CARSON REDEVELOPMENT AGENCY AND THE ACEVEDO GROUP, L.P."

3.                  AUTHORIZE the Agency Chairman to execute the aforementioned Amended and Restated Disposition and Development Agreement after it has been approved as to form by Agency Counsel.
