ITEM NO. (6)                        AWARD OF TWO-YEAR CONTRACT FOR PHOTOGRAPHIC SERVICES (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

AWARD a two-year service contract, for the period May 1, 2007 through April 30, 2009, in the amount of $72,567.50 to Castro Color Studios.

ITEM NO. (7)                        AWARD A PURCHASE CONTRACT FOR PLAYGROUND EQUIPMENT FOR CARSON AND ANDERSON PARKS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  WAIVE the formal bidding procedures as defined by the Carson Municipal Code, Section 2607.

2.                  AWARD a purchase contract, in the amount of $593,590.57 to Miracle Playground Sales, for replacement of the playground equipment at Carson and Anderson Parks.

ITEM NO. (8)                        SET A PUBLIC HEARING DATE TO CONSIDER RECOMMENDED CHANGES TO THE UNIFORM COMPREHENSIVE SCHEDULE OF FEES (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  SET the matter for public hearing on April 3, 2007.

ACTION:

ITEM NO. (9)                        AUTHORIZATION TO PURCHASE ADDITIONAL TACTICAL SUPPORT AND PROTECTIVE EQUIPMENT (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the purchase of portable video surveillance equipment, digital cameras, tactical entry body armor, ballistic plates to retrofit and upgrade existing body armor, and tactical shotguns, at a cost of $50,787.87.

2.                  APPROPRIATE $50,800.00 from the unreserved, undesignated Asset Forfeiture fund balance to cover the costs of the tactical support and protective equipment.

3.                  AMEND the budget for the Asset Forfeiture account listed in the fiscal impact section of this report.

2.                  WAIVE further reading and INTRODUCE Ordinance No. 07-1371, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ADDING SECTION 4129.5, ET SEQ., TO THE CARSON MUNICIPAL CODE TO REGULATE ABANDONED SHOPPING CARTS."
