ITEM NO. (7)                      DESIGN OVERLAY REVIEW NO. 975-06. APPROVAL TO CONSTRUCT FOUR DETACHED COMMERCIAL BUILDINGS TOTALING 41,135 SQUARE FEET ON A 3.5 ACRE VACANT PARCEL, LOCATED AT 501 E. ALBERTONI STREET.  THE SUBJECT PROPERTY IS ZONED CG-D (COMMERCIAL, GENERAL - DESIGN OVERLAY DISTRICT) AND IS LOCATED WITHIN REDEVELOPMENT PROJECT AREA NO. 1 (RESOLUTION NO. 07-18) (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

1.                  CONTINUE to April 17, 2007.

ACTION:

ITEM NO. (8)                      DESIGN OVERLAY REVIEW NO. 883-04. APPROVAL TO CONSTRUCT A COMMERCIAL CENTER WITH THREE BUILDINGS FOR COMMERCIAL, OFFICE, AND RESTAURANT USE.  PROPERTY IS LOCATED AT 22005 S. MAIN STREET WITHIN THE CG-D (COMMERCIAL, GENERAL - DESIGN OVERLAY) ZONE AND WITHIN THE REDEVELOPMENT PROJECT AREA NO. 1 (RESOLUTION NO. 07-23) (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE Design Overlay Review No. 883-04, subject to the conditions of approval attached as Exhibit "B" to the Resolution (Exhibit No. 2).

2.                  WAIVE further reading and ADOPT Resolution No. 07-23, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, APPROVING DESIGN OVERLAY REVIEW NO. 883-04."

ITEM NO. (9)                      AUTHORIZATION TO PREPARE AND ADVERTISE "REQUEST FOR PROPOSAL" FOR PREPARATION OF PLANS, SPECIFICATIONS AND ESTIMATES - PROJECT NO. 1283:  INSTALLATION OF LEFT-TURN PHASES ON THE TRAFFIC SIGNAL AT THE INTERSECTION OF SEPULVEDA BOULEVARD AND DOLORES STREET (DEVELOPMENT SERVICES)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE the recommendation to install left-turn phases on the traffic signal at the interection of Sepulveda Boulevard and Dolores Street.

2.                  APPROPRIATE $70,000.00 from the unreserved, undesignated Merged and Amended Redevelopment Project Area fund balance to cover the cost of Project No. 1283:  Installation of Left-Turn Phases on the Traffic Signal at the Intersection of Sepulveda Boulevard and Dolores Street.

3.                  AUTHORIZE staff to prepare and advertise the "Request for Proposal" to prepare Plans, Specifications and Estimates - Project No. 1283:  Installation of Left-Turn Phases on the Traffic Signal at the Intersection of Sepulveda Boulevard and Dolores Street.

ACTION:

ITEM NO. (10)                  CONSIDERATION OF RESOLUTION NO. 07-24 AUTHORIZING THE CARSON REDEVELOPMENT AGENCY TO ENTER INTO A REIMBURSEMENT AGREEMENT WITH THE CITY OF CARSON FOR UPFRONT MONIES PAID BY THE REDEVELOPMENT AGENCY FOR ENVIRONMENTAL TESTING AND PLAN PREPARATION OF  BROWNFIELD SITES; REIMBURSEMENT TO COME FROM UNITED STATES ENVIRONMENTAL PROTECTION AGENCY GRANT FUNDS RECEIVED BY THE CITY OF CARSON (PROJECT AREA 1) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 07-24, "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE CARSON REDEVELOPMENT AGENCY TO ENTER INTO A REIMBURSEMENT AGREEMENT WITH THE CITY OF CARSON FOR UPFRONT MONIES PAID BY THE REDEVELOPMENT AGENCY FOR ENVIRONMENTAL TESTING AND PLAN PREPARATION OF  BROWNFIELD SITES; REIMBURSEMENT TO COME FROM US EPA GRANT FUNDS RECEIVED BY THE CITY OF CARSON. 2.                  AUTHORIZE the Agency Chairman to execute the aforementioned agreement following approval as to form by Agency Counsel.

ITEM NO. (11)                  REQUEST FOR AUTHORIZATION TO EXTEND AN EXCLUSIVE NEGOTIATING AGREEMENT WITH THE HARBOR COMMUNITY CHAPEL CHURCH OF GOD  FOR A PROPERTY LOCATED AT 21521 AVALON BOULEVARD (PROJECT AREA 4) (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the Redevelopment Agency:

TAKE the following actions:

1.                  APPROVE an Exclusive Negotiating Agreement with the Harbor Community Chapel Church of God for the purchase of the property located at 21521 Avalon Boulevard, Carson, California.

2.                  AUTHORIZE the Agency Chairman to execute the Exclusive Negotiating Agreement with Harbor Community Chapel Church of God, following approval as to form by Agency Counsel.
