1.                  SUPPORT the parents of Dominguez Elementary School in their endeavors to secure a full-time, permanent security guard in order to ensure the safety of the students during school hours.

2.                  AUTHORIZE staff to transmit a letter of support to the Los Angeles Unified School District's Superintendent, David Brewer III.

RECOMMENDATION for the City Council:

1.                  INSTRUCT staff to research, analyze and provide recommendations regarding parking of oversized vehicles on city streets, to include, but not be limited to, how to establish limits and investigate options to provide locations for parking of oversized vehicles within the city of Carson.

ITEM NO. (13)                  AUTHORIZATION TO ENGAGE LOBBYIST TO SUPPORT MOBILEHOME PARK CONVERSION LEGISLATION (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE staff to negotiate an agreement, in an amount not to exceed $36,000.00, with a lobbyist who is currently engaged in legislative representation in support of Assembly Bill No. 1542 and Senate Bill No. 900 regarding mobilehome parks.

2.                  AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

3.                  APPROPRIATE $36,000.00 from the unreserved, undesignated general fund balance to cover the cost of the agreement.

ITEM NO. (14)                  CONSIDERATION OF A STANDARD APPLICATION FOR RECEIVING ZONING VERIFICATION AND REBUILD REQUESTS (DEVELOPMENT SERVICES)

1.                  DIRECT staff to prepare a standard application to request zoning verification or information regarding the ability to rebuild.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a construction contract for Project No. 1250 [Federal No. STPL-5403(013)]:  Central Avenue Pavement Restoration and Resurfacing from Del Amo Boulevard to University Drive, in the amount of $439,637.50, to the lowest responsible bidder, Bannaoun Engineers Constructors Corporation.

2.                  AUTHORIZE construction contingencies in the amount of $65,945.00 (15%) for change orders such as the removal and remediation of contaminated soil, substructure conflicts and other unforeseen construction work that may be required to complete this project.

3.                  AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

ACTION:

ITEM NO. (31)                  CONSIDERATION OF A FEE WAIVER REQUEST BY THE SOUTHBAY BASKETBALL ALLIANCE (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

1.                  CONSIDER approving the standard 60% waiver of the facility rental cost, which would reduce the fee by $1,260.00.

ITEM NO. (32)                  ANALYSIS OF DIRECTLY ELECTED MAYOR IN GENERAL LAW CITIES AND ANALYSIS OF OPTION TO BECOME A CHARTER CITY (CITY MANAGER)

RECOMMENDATION for the City Council:

Choose one or more of the following options:

1.                  ADOPT Resolution No. 07-047 (Exhibit No. 1) calling for a Special Election which may be held no less than 88 days from the date of calling the election, to change from a directly elected Mayor to one appointed by the Council.  If the measure is approved at a Special Election, it could take effect upon the end of the Mayor's term in March 2009.

2.                  ADOPT Resolution No. 07-048 (Exhibit No. 2) directing the City Manager to prepare a draft City Charter for the Council to consider.
