ITEM NO. (10)                    AWARD TWO PURCHASE CONTRACTS TO FURNISH AND INSTALL BENCHES AND TRASH RECEPTACLES THROUGHOUT THE CARSON CIRCUIT BUS SYSTEM (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a purchase contract in the amount of $113,010.45 to LNI Custom Manufacturing Inc., to provide and install 180 trash receptacles with lids at designated locations.

2.                  AWARD a purchase contract in the amount of $73,495.18 to Seating Component Manufacturing, to provide and install 185 benches at designated locations.

ITEM NO. (11)                    APPLICATION FOR FIREWORKS STORAGE PERMITS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE the issuance of Fireworks Storage Permit to the Carson High Boosters Club, Inc. and to the Filipino Community of Carson, Inc., contingent upon their compliance with Section 3101.8 of the Carson Municipal Code.

ITEM NO. (12)                    APPROVAL TO AWARD A PURCHASE CONTRACT FOR ONE STUMP CUTTER AND TRAILER (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the formal bidding procedures as defined by the Carson Municipal Code Section 2607.

2.                  AWARD a purchase contract, in the amount of $44,067.22, to Vermeer Pacific/RDO Equipment Company for the purchase of one stump cutter and trailer.

ITEM NO. (13)                    APPROVAL OF PROFESSIONAL SERVICES AGREEMENTS WITH QUANTUM CONSULTING, INC. AND BUREAU VERITAS NORTH AMERICA INC., AND PURCHASE ORDER FOR ALLENCO FOR HEMINGWAY PARK POOL, PROJECT NO. 1020 (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the Agreement for Professional Services with Quantum Consulting, Inc. to provide constructability review; project management and inspection for Hemingway Park Pool, Project No. 1020, for a negotiated fee not-to-exceed $180,000.00.

2.                  APPROVE the Agreement for Professional Services with Bureau Veritas North America, Inc. to manage the oil well abandonment verification process and to test soils and construction materials for Hemingway Park Pool, Project No. 1020, for a negotiated fee not-to-exceed $40,000.00.

3.                  APPROVE a time-and-materials purchase order for an amount estimated not-to-exceed $30,000.00 to Ce Allencompany Inc. dba AllenCo for the oil well abandonment verification and related services.

4.                  AUTHORIZE the Mayor to execute both professional services agreements following approval as to form by the City Attorney.

ITEM NO. (16)                    RESOLUTION NO. 07-059, SUPPORTING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND URGING THE SENATE APPROPRIATIONS COMMITTEE TO INCREASE CDBG FUNDING FROM $3.7 BILLION TO $4.1 BILLION (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 07-059, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, EXPRESSING SUPPORT FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND URGING THE SENATE APPROPRIATIONS COMMITTEE TO INCREASE CDBG FUNDING FROM $3.7 BILLION TO $4.1 BILLION."

2.                  DIRECT staff to transmit an executed copy of the Resolution to each of California's United States Senators, along with a letter from the Mayor and City Council urging those Senators to support action in the Senate Appropriations Committee to increase CDBG funding from $3.7 billion to $4.1 billion.

1.                  APPROVE renewal of the agreement with the County of Los Angeles Probation Department, in the amount of $64,000.00, from July 1, 2007 through June 30, 2008, to provide Gang Crime Suppression Program (GCSP) services to the city of Carson.

2.                  APPROVE renewal of the agreement with the County of Los Angeles Probation Department, in the amount of $64,000.00, from July 1, 2007 through June 30, 2008, to provide Gang Alternative Prevention Program (GAPP) services to the city of Carson.

3.                  AUTHORIZE the Mayor to execute the GCSP and GAPP services agreements for FY 2007/08, following approval as to form by the City Attorney.
