TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No.  07-067, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DESIGNATING THE MONTH OF MAY OF EACH YEAR AS THE 'NATIONAL MILITARY MONTH'."

2.                  INSTRUCT staff to prepare a cost analysis for a ceremony/event and present same to the City Council for funding consideration.

1.                  WAIVE further reading and ADOPT Resolution No. 07-066, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, URGING SUPPORT OF S. 144 - MYNISHA'S LAW, LEGISLATION TO COMBAT GANG VIOLENCE."

2.                  INSTRUCT staff to transmit a copy of the executed resolution to Senator Barbara Boxer, Senator Dianne Feinstein and members of the U.S. House of Representatives Committee on the Judiciary.

ITEM NO. (7)                        ORGANIZATIONS AND SERVICE CLUBS REQUEST TO OPERATE FIREWORKS STANDS  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE the applicants contingent upon their compliance with all governing rules and regulations, approvals from all inspecting agencies and the applicants' attendance at a Fireworks Stand Operators' Safety Seminar and Orientation Session as mandated by Section 3101.5(e) of the Carson Municipal Code.

ITEM NO. (8)                        REQUEST FOR APPROVAL OF THE CONTRACT WITH MAYER HOFFMAN MCCANN P.C. FOR AUDITING SERVICES  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the auditing services contract with Mayer Hoffman McCann, P.C. for the city's fiscal years ending June 30, 2007, with the option for two additional years ending June 30, 2008 and 2009.

2.                  AUTHORIZE the Mayor to execute the contract following approval as to form by the City Attorney.

ITEM NO. (9)                        APPROVAL OF PLANS, SPECIFICATIONS, AND ESTIMATES AND AUTHORIZATION TO ADVERTISE FOR BIDS - PROJECT NO. 1230:  ANNUAL OVERLAY PROGRAM  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications, estimates, Location Map and Location List, and order the work for Project No. 1230:  Annual Overlay Program.

2.                  INSTRUCT staff to advertise the work and call for bids for Project No. 1230:  Annual Overlay Program.

ITEM NO. (10)                    APPROVAL OF PLANS, SPECIFICATIONS, AND ESTIMATES AND AUTHORIZATION TO ADVERTISE FOR BIDS - PROJECT NO. 964:  ANNUAL  SLURRY SEAL PROGRAM  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications, estimates, Location Map and Location List, and order the work for Project No. 964:  Annual Slurry Seal Program.

2.                  INSTRUCT staff to advertise the work and call for bids for Project No. 964:  Annual Slurry Seal Program.

ACTION:

ITEM NO. (11)                    APPROVAL OF TRACT MAP NO. 60237:  DEVELOPMENT OF SEVEN DETACHED RESIDENTIAL CONDOMINIUM UNITS AT 553 E. 213TH STREET  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE Tract Map No. 60237, located at 553 E. 213th Street.

2.                  MAKE the findings listed in the body of this report.

3.                  ACCEPT the dedications as indicated on said map.

4.                  APPROVE and ACCEPT the work agreements and improvement securities listed in the body of this report, following approval as to form by the City Attorney.

5.                  INSTRUCT the City Clerk to endorse the certificate that embodies the approval of said map on the face of Tract Map No. 60237.

ACTION:

ITEM NO. (12)                    AUTHORIZE ADDITIONAL FUNDS FOR THE TRAFFIC SIGNAL MAINTENANCE CONTRACT WITH REPUBLIC ELECTRIC AND APPROPRIATE ADDITIONAL FUNDS TO THE SIGNAL MAINTENANCE ACCOUNT FOR FY 2006/07  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROPRIATE $133,000.00 from the unreserved, undesignated Gas Tax fund balance to augment the amount currently budgeted for the signal maintenance contract for FY 2006/07.

ACTION:

ITEM NO. (13)                    BOND RELEASE; TRACT MAP NO. 60114:  235 E. 220TH STREET  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as complete and ACCEPT the sewer improvements for public use.

2.                  AUTHORIZE the release of the surety bond in the amount of $131,700.00 for Tract Map No. 60114.

3.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and the County of Los Angeles Department of Public Works.

ACTION:

ITEM NO. (14)                    APPROVAL OF A COOPERATION AGREEMENT BETWEEN THE CARSON REDEVELOPMENT AGENCY AND THE CITY OF CARSON FOR PAYMENT BY THE CARSON REDEVELOPMENT AGENCY FOR ALL OR PART OF THE COST OF THE DESIGN AND CONSTRUCTION OF A POOL AT HEMINGWAY PARK (PROJECT AREA NO. 4)  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the cooperation agreement between the Carson Redevelopment Agency and city of Carson for design and construction of the Hemingway Park Pool for a not-to-exceed amount of $4,000,000.00.

2.                  AUTHORIZE the Mayor to execute the cooperation agreement with the city of Carson following approval as to form by the City Attorney.

ITEM NO. (15)                    REQUEST FOR APPROVAL OF ADDITIONAL ADVANCE FOR A LOAN ISSUED TO MS. VICTORIA IBERRI UNDER THE NEIGHBORHOOD PRIDE PROGRAM AT 345 E. 181ST STREET  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

1.                  APPROVE an additional advance loan for $19,220.00 using redevelopment set-aside funds.

ITEM NO. (16)                    APPROVAL OF AGREEMENTS TO PROVIDE GANG CRIME SUPPRESSION PROGRAM (GCSP) AND GANG ALTERNATIVE PREVENTION PROGRAM (GAPP) SERVICES BETWEEN THE COUNTY OF LOS ANGELES PROBATION DEPARTMENT AND THE CITY OF CARSON  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE renewal of the agreement with the County of Los Angeles Probation Department, in the amount of $64,000.00, from July 1, 2007 through June 30, 2008, to provide Gang Crime Suppression Program (GCSP) services to the city of Carson.

2.                  APPROVE renewal of the agreement with the County of Los Angeles Probation Department, in the amount of $64,000.00, from July 1, 2007 through June 30, 2008, to provide Gang Alternative Prevention Program (GAPP) services to the city of Carson.

3.                  AUTHORIZE the Mayor to execute the GCSP and GAPP services agreements for FY 2007/08, following approval as to form by the City Attorney.
