ITEM NO. (8)                        CONSIDERATION OF AN AWARD OF TWO SERVICE CONTRACTS FOR PRINTING OF THE PARKS, RECREATION AND HUMAN SERVICES GUIDE AND CARSON REPORT  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a service contract for the printing and mailing preparation of four (4) issues of the Parks, Recreation and Human Services Guide in the amount of $29,777.41 plus an estimated amount of $7,155.00, for additional 4-page sets and printing overages as allowed in the bid specifications, Bid No. B08-07 to Southwest Offset Printing Co., Inc.

2.                  AWARD a service contract for the printing and mailing preparation of four (4) issues of the Carson Report in the amount of $13,010.64, plus an estimated amount of $240.00 for printing overages as allowed in the bid specifications, Bid No. B08-07 to Los Angeles Printing & Engraving.

ITEM NO. (9)                        AUTHORIZATION FOR THE ADMINISTRATIVE SERVICES GENERAL MANAGER TO EXPEND CITY FUNDS PENDING ADOPTION OF THE FY 2008/09 SPECIAL REVENUE FUNDS BUDGETS, RESOLUTION NO. 08-094  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 08-094, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, GIVING THE ADMINISTRATIVE SERVICES GENERAL MANAGER LIMITED AND TEMPORARY AUTHORITY TO EXPEND FUNDS OF THE CITY, SUBJECT TO THE CITY COUNCIL'S APPROVAL OF THE DEMAND REGISTER, AS REQUIRED BY LAW, PENDING ADOPTION OF THE FY 2008/09 SPECIAL REVENUE FUNDS BUDGETS."

ITEM NO. (10)                    CONSIDERATION OF A 3.6% COST-OF-LIVING ADJUSTMENT (COLA) FOR THE PART-TIME, UNCLASSIFIED, UNREPRESENTED, HOURLY EMPLOYEES, RESOLUTION NO. 08-092 (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 08-092, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, INCREASING THE SALARY RANGES OF THE PART-TIME, UNCLASSIFIED, UNREPRESENTED, HOURLY CLASSIFICATIONS BY 3.6% AS A COST-OF-LIVING ADJUSTMENT (COLA) EFFECTIVE JUNE 28, 2008."

ITEM NO. (11)                    APPROVAL TO IMPLEMENT THE CHILD IDENTIFICATION, PROTECTION AND SAFETY PROGRAM  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE implementing the Carson Child Identification, Protection and Safety Program.

2.                  APPROPRIATE $5,500.00 from the unreserved, undesignated general fund balance to cover the costs of purchasing two complete sets of child identification computer equipment for the Masons' portion of the program.

3.                  AUTHORIZE staff to publicize the program throughout the city of Carson.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the Chair of the Parks and Recreation Commission to attend the NRPA 2008 Congress & Exposition.

2.                  APPROVE the transfer of $1,034.88 from the city's contingency account to augment the amount currently budgeted for his attendance.

RECOMMENDATION for the City Council:

1.                  OPEN the Public Hearing, TAKE public testimony, and CLOSE the Public Hearing.

2.                  APPROVE an increase of 11.97% ($1.76 per month or $21.12 per year) for FY 2008/09 for Integrated Residential Waste Management Services.

(17)                    PUBLIC HEARING TO CONSIDER PROPOSED ORDINANCE NO. 08-1410   ADDING SECTION 9191.391.5 OF THE CARSON MUNICIPAL CODE TO PROHIBIT THE ESTABLISHMENT OR USE OF AN EXISTING BUSINESS FOR THE DISTRIBUTION OR SALE OF MEDICAL MARIJUANA WITHIN THE CITY OF CARSON  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the Public Hearing, TAKE public testimony, and CLOSE the Public Hearing.

2.                  WAIVE further reading and INTRODUCE Ordinance No.  08-1410, "AN ORDINANCE OF THE CITY OF CARSON, CALIFORNIA, ADDING SECTION 9191.391.5 OF THE CARSON MUNICIPAL CODE TO DEFINE AND PROHIBIT THE ESTABLISHMENT OR USE OF ANY BUSINESS THAT DISTRIBUTES OR SELLS MEDICAL MARIJUANA WITHIN THE CITY OF CARSON."

1.                  APPROVE a five-year contract with First Transit, Inc. to operate the Carson Circuit in an amount not to exceed $8,406,412.00.

2.                  AUTHORIZE the Mayor to execute the contract prepared by the City Attorney.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 08-095, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, CALLING FOR AND GIVING NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL ELECTION ON TUESDAY, NOVEMBER 4, 2008, FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY A PROPOSED ORDINANCE ESTABLISHING AN ADDITIONAL ONE-HALF CENT SALES TAX IN THE CITY OF CARSON."

2.                  WAIVE further reading and ADOPT Resolution No. 08-096, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 4, 2008, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THE SAME DATE."
