INVOCATION:        On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  PASTOR DR. JOHNNY V. BAYLOR, JUDSON BAPTIST CHURCH

 

APPROVAL OF REGULAR BUSINESS AGENDA:

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            WAIVE further reading and ADOPT Resolution No. 09-014, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING NEW AND/OR REVISED JOB SPECIFICATIONS FOR EMPLOYMENT AND BUSINESS DEVELOPMENT ASSISTANT, RESOURCE CENTER TECHNICIAN AND EMPLOYMENT SPECIALIST."

2.            APPROVE the reclassification of all incumbent employees within the affected job classifications in the Carson Career Center effective February 1, 2008.

3.            APPROPRIATE $34,260.00 from unreserved, undesignated general fund balance to cover the cost of these salary upgrades.

1.            WAIVE further reading and ADOPT Resolution No. 09-015, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A NEW PRINCIPAL ADMINISTRATIVE ANALYST JOB SPECIFICATION."

ITEM NO. (10)            CONSIDERATION OF RESOLUTION NO. 09-016 AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING THE JOB CLASSIFICATION FOR REVENUE INSPECTOR (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            WAIVE further reading and ADOPT Resolution No. 09-016, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING THE JOB SPECIFICATION FOR REVENUE INSPECTOR."

2.            ESTABLISH the current Code Enforcement and Collections Officer classification as a terminal position which will be automatically reclassified to a Revenue Inspector position at salary range 343 when the incumbent employee vacates the position.

ITEM NO. (11)            CONSIDERATION OF RESOLUTION NO. 09-018 ESTABLISHING CERTIFIED SUPER USER STATUS AND ADOPTING SYSTEMS SUPER USER SPECIAL PAY

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            WAIVE further reading and ADOPT Resolution No. 09-018, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ESTABLISHING THE CERTIFIED SUPER USER STATUS AND ADOPTION OF SYSTEMS SUPER USER SPECIAL PAY."

2.            APPROPRIATE $3,478.00 from the unreserved, undesignated general fund balance to cover the cost of this special pay.

ITEM NO. (12)            CONSIDERATION OF A PUBLIC HEARING DATE TO GRANT TWO SPUR TRACK FRANCHISES TO UNION PACIFIC RAILROAD COMPANY (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.            SET April 21, 2009 as the public hearing date to consider granting two spur track franchises to Union Pacific Railroad Company.

ACTION:

ITEM NO. (13)            CONSIDER ACCEPTING AN ADDITIONAL $15,000.00 DONATION FROM PRICE TRANSFER, INC. (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            ACCEPT the $15,000.00 donation from Price Transfer, Inc.

2.            INCREASE the revenue projections in the General Fund by $15,000.00.

3.            DESIGNATE the $15,000.00 to offset the costs of the Youth Conference scheduled for May 23, 2009.

ITEM NO. (14)            STATUS REPORT ON CAPITAL IMPROVEMENT PROGRAM PROJECTS CURRENTLY UNDERWAY (DEVELOPMENT SERVICES)

2.            AUTHORIZE the staff to report the Capital Improvement Program status to the City Council on a quarterly basis, effective as of April 7, 2009.

1.            APPROVE LaVonne Spicer-Moore as the city of Carson's nominee to be honored at the Los Angeles County Commission on Aging's 44th Annual Older Americans Recognition Day Luncheon Awards Ceremony.

ITEM NO. (20)            CONSIDER REQUEST TO APPROPRIATE FUNDS TO PURCHASE SUPPLIES AND EQUIPMENT FOR THE NEW HEMINGWAY AQUATIC CENTER AND HIRE STAFF FOR THE AQUATICS PROGRAM AND THE SUMMER DAY CAMP PROGRAM (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROPRIATE $87,380.00 from the unreserved, undesignated general fund balance to augment the amount currently budgeted to open Hemingway Aquatic Center to the public.

2.            APPROVE lifting the hiring freeze so that staff can be appointed for the entire Aquatics Program and the Summer Day Camp.

3.            AUTHORIZE the expenditure of funds budgeted to operate the Aquatics Program and the Summer Day Camp.
