INVOCATION:         On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  PASTOR TUVAI FAATAI, CALVARY CHAPEL OF SOUTH BAY

 

APPROVAL OF REGULAR BUSINESS AGENDA:

This is the appropriate time for members of the general public to address those matters under the jurisdiction of the Council/Agency, and not on the posted Agenda.  Any person wishing to address the Council/Agency is requested to complete a Speaker Form, available on the podium in the Council Chambers.  TESTIMONY WILL BE LIMITED TO THREE MINUTES PER PERSON.  Under the provisions of the Brown Act, no action can be taken on these items, and there can be no discussion of the items, other than to place it on the agenda for a future meeting.

ITEM NO. (3)                        CONSIDERATION OF RESOLUTION NO. 09-043 SUPPORTING ASSEMBLY BILL 717 ENCOURAGING INSTRUCTION IN SOCIAL SCIENCE FOR GRADES 7 - 12 ON WORLD WAR II AND THE ROLE OF FILIPINOS IN THAT WAR  (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 09-043, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING ASSEMBLY BILL 717 ENCOURAGING INSTRUCTION IN SOCIAL SCIENCE FOR GRADES 7-12 TO INCLUDE INSTRUCTION ON WORLD WAR II AND THE ROLE OF FILIPINOS IN THAT WAR."

2.                  INSTRUCT staff to transmit a copy of the executed resolution to Assemblymembers Cook, Ma, Carter, Furutani, Gilmore, Hagman, Huffman, Krekorian, Lieu, Nestande, Portantino, Salas, Saldana, Silva, Torlakson and Yamada and Senators Yee and Oropeza.

ITEM NO. (4)                        CONSIDER THE ADOPTION OF A WATER CONSERVATION ORDINANCE FOR THE PURPOSE OF CONSERVING WATER SUPPLIES WITHIN THE CITY OF CARSON  (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  INSTRUCT staff to research and prepare a draft ordinance for the City Council's consideration.

ACTION:

ITEM NO. (5)                        CONSIDER SEEKING CONGRESSWOMAN RICHARDSON'S SUPPORT TO PROVIDE LOCAL FILIPINO VETERANS WITH ASSISTANCE IN OBTAINING FINANCIAL BENEFITS  (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  INSTRUCT staff to contact Congresswoman Laura Richardson and request assistance for qualifying Filipino Veterans to receive lump sum payments recently authorized through the newly enacted American Recovery and Reinvestment Act.

ITEM NO. (6)                        CONSIDERATION OF EXPANDED PUBLIC INFORMATION REGARDING FEES CHARGED BY THE CITY  (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  INSTRUCT staff to present an item regarding alternatives to enhance public information regarding the city's fees on the May 5, 2009, agenda.

ITEM NO. (7)                        CONSIDERATION OF RESOLUTION NO. 09-050:  DECLARING ITS INTENT REGARDING THE SPENDING OF FEDERAL ECONOMIC RENEWAL GRANTS RECEIVED BY THE CITY OF CARSON  (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 09-050, "A RESOLUTION OF THE CITY COUNCIL OF CARSON, CALIFORNIA, DECLARING ITS INTENT REGARDING THE SPENDING OF FEDERAL ECONOMIC RENEWAL GRANTS RECEIVED BY THE CITY OF CARSON."

ITEM NO. (8)                        CONSIDER SETTING A PUBLIC HEARING DATE TO DISCUSS RECOMMENDED CHANGES TO THE UNIFORM COMPREHENSIVE SCHEDULE OF FEES  (ADMINISTRATIVE SERVICES)

1.                  SET the matter for public hearing on May 5, 2009.

ITEM NO. (10)                    CONSIDER TRIENNIAL REVIEW / BASIN PLAN CHALLENGE LITIGATION ADDITIONAL FUNDING  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE an amendment to the existing purchase order with the city of Signal Hill in the amount of $27,500.00 for the city of Carson's share of the estimated remaining costs of the Triennial Review / Basin Plan Challenge litigation.

ACTION:

ITEM NO. (11)                    CONSIDERATION OF RESOLUTION NO. 09-038, APPROVING COOPERATIVE AGREEMENT NO. 07-4840 FOR THE AVALON BOULEVARD INTERCHANGE MODIFICATION AT THE I-405 FREEWAY  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 09-038, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING COOPERATIVE AGREEMENT NO. 07-4840 FOR THE AVALON BOULEVARD INTERCHANGE MODIFICATION AT THE I-405 FREEWAY."

ACTION:

ITEM NO. (12)                    CONSIDER ESTABLISHING A CITY OF CARSON PEACE CORPS  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

1.                  DIRECT staff to work with Councilmember Santarina to further understand and review and analyze the proposal, and PROVIDE a report for the City Council's consideration within 90 days.

ITEM NO. (13)                    CONSIDER APPROVAL TO CONDUCT A REQUEST FOR PROPOSALS (RFP) FOR PARKING CITATION PROCESSING SERVICES  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  INSTRUCT staff to release a Request For Proposals (RFP) for parking citation processing services.

2.                  AUTHORIZE Citation Management to provide parking citation processing services on a month-to-month basis pending award of a new contract.

ACTION:

ITEM NO. (14)                    CONSIDER ENTERING INTO AN AGREEMENT WITH THE LIGHTHOUSE TO PROVIDE FREE SNACKS AND LUNCH AT THE CITY'S PARKS  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE entering into an agreement with Lighthouse Summer Lunch Program to provide free snacks and lunches at the city's parks.

2.                  AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the joint Public Hearing, TAKE public testimony, and CLOSE the joint Public Hearing.

2.                  WAIVE further reading and ADOPT  Resolution No. 09-045, "A RESOLUTION OF THE CITY OF CARSON, CALIFORNIA, MAKING CERTAIN FINDINGS AND APPROVING A DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE CARSON REDEVELOPMENT AGENCY AND C-P LAND COMPANY, A CALIFORNIA GENERAL PARTNERSHIP, FOR  THE PURCHASE AND LEASE OF  THE PROPERTY LOCATED AT 2201 E. 223RD STREET (MERGED AND AMENDED PROJECT AREA)."

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  DETERMINE the composition of the UUT Committee (total membership, constituencies to be represented on the committee, and/or qualifications to sit on the committee, if any), the frequency of its meetings, and the duties of the committee, and DIRECT that the same be reduced to an enabling resolution to be considered at a future Council meeting.

2.                  Following these determinations, Mayor Dear to APPOINT members to the UUT Committee, with the approval of a majority of the entire City Council present, up to the maximum number approved by the City Council.
