INVOCATION:

On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:

ITEM NO. (4)                        CONSIDERATION OF RESOLUTION NO. 11-030 SUPPORTING SENATE BILL NO. 444 (EVANS) TO CLARIFY GOVERNMENT CODE § 66427.5  RELATING TO MOBILEHOME PARK CONVERSIONS AND DESIGNATION OF CITY COUNCIL REPRESENTATIVE(S) TO TESTIFY BEFORE THE LEGISLATURE IN SUPPORT OF THE SAME

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 11-030, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING SENATE BILL NO. 444 (EVANS) TO CLARIFY GOVERNMENT CODE  66427.5 RELATING TO MOBILEHOME PARK CONVERSIONS."

3.                  INSTRUCT staff to transmit a copy of the executed resolution to the authors of SB 444, Senator Noreen Evans and Assemblymembers Warren Furutani, Michael Allen and Das Williams, and to instruct the City's Lobbyist, Mr. Brian Augusta, to forward the same to each member of the State Legislature.

RECOMMENDATION for the City Council:

1.                  REVIEW and DISCUSS the FY 2010/11 mid-year budget review report.

ACTION:

ITEM NO. (11)                    CONSIDERATION OF APPROVAL OF SERVICE MODIFICATIONS FOR THE DIAL-A-RIDE PROGRAM AND APPROVAL TO RELEASE THE REQUEST FOR PROPOSALS FOR THE DIAL-A-RIDE PROGRAM (DEVELOPMENT SERVCIES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE staff to implement a "per trip" maximum value of $20.00 per trip.

2.                  AUTHORIZE staff to increase the one-way per trip cost for the DAR program from $1.00 per one-way trip to $2.00 per one-way trip.

3.                  AUTHORIZE staff to release the Request for Proposals (RFP) to solicit bids to operate the Dial-A-Ride program.

RECOMMENDATION for the City Council:

TAKE The Following Actions:

1.                  WAIVE further reading and ADOPT Resolution No. 11-025, " A RESLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, OPPOSING THE GOVERNOR'S PROPOSAL TO ELIMINATE REDEVELOPEMNT AGENCIES AND RECOGNIZING THE IMPORTANT VALUE OF REDEVELOPMENT TOWARD BLIGHT REMOVAL AND ECONOMIC REVITALIZATION."

2.                  DIRECT staff to transmit copies of the executed resolution of the Governor of California, the legislature, the League of California Cities/Board of Directors and the California Redevelopment Association/Board of Directors.
