INVOCATION:

On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:

ITEM NO. (3)                        CONSIDERATION OF LAUNCHING AND PLANNING THE CARSON 5,000 LB WEIGHT LOSS CHALLENGE (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  CONSIDER incorporating components of the 5,000 lb. Weight Loss Challenge with the "Get Fit Challenge" already offered through the Parks and Recreation program at the Veterans Sports Complex.

ITEM NO. (4)                        CONSIDERATION OF A REQUEST FOR AUTHORIZATION TO ACCEPT AND APPROPRIATE VARIOUS DONATIONS IN THE GENERAL FUND (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the donations received in October 2011 in the amount of $900.00.

2.                  APPROVE an increase in the FY 2011/12 General Fund revenue budget by $900.00.

3.                  APPROPRIATE the $900.00 to the FY 2011/12 expenditure budget in the account numbers listed in Exhibit No. 1.

1.                  REQUEST the Cultural Arts Commission to spearhead a fund-raising effort to purchase the Carson International Sculpture Garden dedication plaque.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the joint Public Hearing, TAKE public testimony, and CLOSE the joint Public Hearing.

2.                  WAIVE further reading and ADOPT Resolution No. 11-137, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, MAKING CERTAIN FINDINGS AND APPROVING A DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE CARSON REDEVELOPMENT AGENCY AND WIN CHEVROLET PROPERTIES, LLC, A CALIFORNIA LIMITED LIABILITY CORPORATION AND WIN CHEVROLET, INC., A CALIFORNIA CORPORATION, FOR THE PURCHASE AND SALE OF THE PROPERTY LOCATED AT 2201 EAST 223RD STREET (CARSON CONSOLIDATED PROJECT AREA)."

3.                  AUTHORIZE the Mayor to execute the disposition and development agreement following approval as to form by the City Attorney.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the continued Public Hearing, TAKE public testimony, and CLOSE the continued Public Hearing.

2.                  DIRECT staff to submit an application to the Local Agency Formation Commission for the 1,710-acre area known as Rancho Dominguez Territory.

3.                  CERTIFY the Negative Declaration.

4.                  WAIVE further reading and ADOPT Resolution No. 11-139, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING THE SUBMITTAL OF AN APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION TO INITIATE PROCEEDINGS FOR THE ANNEXATION OF THE UNINCORPORATED RANCHO DOMINGUEZ AREA."

ITEM NO. (11)                    NTRODUCTION OF ORDINANCE NO. 11-1481 AMENDNG THE CARSON MUNICIPAL CODE § 41107 REGULATING SMOKING IN CERTAIN OUTDOOR PLACES (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  RECEIVE and FILE the disposition report.

2.                  DIRECT staff to develop a designated smoking area permit application process (for outdoor dining areas) similar to the process used by the City of Calabasas and bring that process back to the City Council for final review.

3.                  WAIVE further reading and INTRODUCE Ordinance No. 11-1481, "AN ORDINANCE OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CARSON MUNICIPAL CODE  41107 REGULATING SMOKING IN CERTAIN OUTDOOR PLACES."

ITEM NO. (12)                    CONSIDER AWARDING A 5-YEAR CONTRACT SERVICES AGREEMENT TO JAY'S CATERING TO PROVIDE EXCLUSIVE CATERING SERVICES AT THE CONGRESSWOMAN JUANITA MILLENDER-MCDONALD COMMUNITY CENTER AT CARSON (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

1.                  AWARD a five-year contract services agreement to Jay's Catering to provide exclusive catering services at the Congresswoman Juanita Millender-McDonald Community Center at Carson, for the period December 1, 2011, through November 30, 2016, with the option to extend for one additional five-year term.
