INVOCATION:

On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  MAJOR JOHNSON, BREAD OF LIFE CHRISTIAN CENTER

1.                  WAIVE further reading and ADOPT Resolution No. 12-030, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING CALIFORNIA INITIATIVE NO. 11-0082 THE FAIR HEALTHCARE PRICING ACT OF 2012."

1.                  GRANT permission to L.A. City Farm to use the Carson Street Light Poles to display promotional banners for a period of 60 days.

ITEM NO. (8)                        CONSIDER A PROFESSIONAL SERVICES AGREEMENT WITH TECS ENVIRONMENTAL COMPLIANCE SERVICES TO IMPLEMENT THE MACHADO LAKE NUTRIENT TOTAL MAXIMUM DAILY LOAD MONITORING AND REPORTING PROGRAM PLAN (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE a two-year Professional Services Agreement, in the amount of $33,600.00, with TECS Environmental Compliance Services for the implementation of the Machado Lake Nutrient Total Maximum Daily Load Monitoring and Reporting Program plan.

RECOMMENDATION for the City Council:

1.                  APPROVE Amendment No. 1 to the Consultant Agreement between the city of Carson and David Taussig and Associates, Inc.

2.                  AUTHORIZE the Mayor to execute Amendment No. 1 to the Consultant Agreement between the city of Carson and David Taussig and Associates, Inc. after approval as to form by the City Attorney.

RECOMMENDATION for the City Council:

1.                  CONCUR with an agreement between the Carson Housing Authority and Rosenow Spevacek Group, Inc. (RSG), to provide an audit of the mobilehome rent control process and to provide recommendations to establish best practices for a not-to-exceed cost of $52,400.00.
