INVOCATION:         On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  PASTOR JOHNNY V. BAYLOR, JUDSON BAPTIST CHURCH

(6)                        CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 919:  WILMINGTON AVENUE INTERCHANGE MODIFICATION AT THE I-405 FREEWAY (DEVELOPMENT SERVICES) THIS IS A JOINT AGENDA ITEM WITH SUCCESSOR AGENCY ITEM NO. 2

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications, and estimates, and order the work for Project No. 919:  Wilmington Avenue Interchange Modification at the I-405 Freeway.

2.                  AUTHORIZE payment in the amount of $1,408,743.25 to the property owners as listed in the body of this report, to purchase the required right-of-way for Project No. 919:  Wilmington Avenue Interchange Modification at the I-405 Freeway.

3.                  AUTHORIZE staff to advertise the work and call for construction bids for Project No. 919:  Wilmington Avenue Interchange Modification at the I-405 Freeway, pending Caltrans' issuance of the "Authorization to Proceed with Construction."

ITEM NO. (9)                        CONSIDERATION OF  RESOLUTION NO. 12-054 SUPPORTING THE VIOLENCE AGAINST WOMEN ACT (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 12-054, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING S.1925 THE VIOLENCE AGAINST WOMEN ACT OF 2011."

2.                  DIRECT staff to transmit an executed copy of the resolution to Congresswoman Richardson, Senator Boxer and Senator Feinstein.

ACTION:

ITEM NO. (10)                    CONSIDER THE AWARD OF A PURCHASE CONTRACT FOR GASOLINE AND DIESEL FUEL (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2604 (d).

2.                  AUTHORIZE the City of Carson to piggy back off the competitively bid contract between TCPN and Southern Counties Oil Company, dba SC Fuels.

3.                   APPROVE the award of purchase contract for gasoline and diesel fuel with  Southern Counties Oil Company, dba SC Fuels, for three years, beginning July 1, 2012 through June 30, 2015, for an estimated cost of $250,000.00 for each year.

ITEM NO. (11)                    CONSIDERATION TO ACCEPT AS COMPLETE SANITARY SEWER LINE FOR PUBLIC USE FOR PARCEL MAP NO. 62572:  SOUTHBAY PAVILION, 20700 S. AVALON BOULEVARD (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as complete.

2.                  ACCEPT the new sanitary sewer line within Parcel Map No. 62572, located at 20700 S. Avalon Boulevard for public use.

3.                  AUTHORIZE the release of the sewer Improvement Bond.

4.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and the County of Los Angeles Department of Public Works.

ITEM NO. (12)                    QUITCLAIM OF A PORTION OF AN EXISTING STORMDRAIN LINE EASEMENT TO 263 E. GARDENA PROPERTY, INC. FOR THE PROPOSED DEVELOPMENT LOCATED AT 321 E. GARDENA BOULEVARD (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the Quitclaim of a portion of the city's existing 10-foot wide stormdrain easement traversing the private property located in the City of Carson, state of California, as shown on Easement Document No. 77 1049099 recorded on September 22, 1977, to 263 E. Gardena Property, Inc., a California Corporation.

2.                  AUTHORIZE the Mayor to execute said quitclaim document following approval as to form by the City Attorney.

(13)                    CONSIDERATION OF RESOLUTION NO. 12-052, ENDORSING THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT'S WATER QUALITY FUNDING INITIATIVE AND SUPPORTING THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT BOARD OF SUPERVISORS IN SETTING A PROPERTY OWNER ELECTION ON THE "LOS ANGELES COUNTY CLEAN WATER, CLEAN BEACHES PROTECTION MEASURE" (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE the appointment by Mayor Dear of Boris Sztorch as the former Redevelopment Agency employee to serve on the Oversight Board of Carson's Successor Agency.

ITEM NO. (23)                    CONSIDERATION OF A POLICY TO DISCONTINUE APPOINTING EX-OFFICIO MEMBERS TO COMMISSIONS, COMMITTEE AND BOARDS (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  CONSIDER and PROVIDE direction.

ACTION:

ITEM NO. (24)                    CONSIDERATION OF CHANGES TO CITY FILMING REGULATIONS (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

1.                  DIRECT staff to prepare an ordinance and a resolution incorporating the following recommended changes:

2.                  a.         Eliminate the business license requirement for film productions.

3.                  b.         Adjust the film permit fee structure to a weekly rate, tentatively set at $650.00 per week, and $500.00 each subsequent week.  The final amounts will be included in the ordinance and resolution for approval.

4.                  c.         Require up to five business days of advance notice for obtaining a film permit, contingent upon a completed application.

5.                  d.         Require law enforcement presence on a case-by-case basis, at the discretion of the city and allow for the use of other types of law enforcement entities including the Highway Patrol, retired Los Angeles Police Department (LAPD) officers, and private security.

6.                  e.         Require notification to businesses and residents within a minimum radius of 300 feet of film locations.

7.                  f.          Require a minimum radius of 300 feet for surveying to obtain approval on extended filming hours.

8.                  g.         Charge a flat fee to all film productions taking place at the Home Depot Center, waiving the business license and permit requirements.  This fee should mirror the city's proposed weekly permit fees.

ITEM NO. (25)                    CONSIDER A STATUS REPORT ON LOCAL HIRE PROGRAMS (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  DIRECT staff to issue a Request for Proposals for local hire monitoring services for all CIP, Housing Authority and Successor Agency projects, to be jointly funded by the city and the Housing Authority.

2.                  REQUEST that the building trade unions provide reports to the city on the number of Carson residents referred to contractors for city and agency projects twice a year.

3.                  DIRECT the Carson Career Center to provide reports on the number of Carson residents to building trade unions and contractors twice a year.
