INVOCATION:

On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  PASTOR DAVID BUGGS, CENTRAL BAPTIST CHURCH

ITEM NO. (16)                    CONSIDER APPROVAL OF AN AGREEMENT WITH CENTRAL PARKING SYSTEM, INC. TO PROVIDE STREET SWEEPING PARKING ENFORCEMENT SERVICES FOR THE PERIOD OF OCTOBER 1, 2012 THROUGH SEPTEMBER 30, 2015 (COMMUNITY SERVICES DEPARTMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a three-year contract to Central Parking System, Inc. to provide street sweeping parking enforcement services for the city of Carson, for the period of October 1, 2012 through September 30, 2015 for a total cost of $487,504.78.

2.                  AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.

1.                  AUTHORIZE the Beautification Committee to form a Carson School-Community Garden Alliance between the Beautification Committee and the Los Angeles Unified School District (LAUSD).

2.                  AUTHORIZE  the Beautification Committee to solicit donations from businesses to fund gardening projects.

ITEM NO. (28)                    CONSIDERATION TO SELECT MEDIAN SAFETY FENCE FOR PROJECT NO. 954:  MEDIAN IRRIGATION SYSTEM AND LANDSCAPING UPGRADE PHASE II, DEL AMO BOULEVARD FROM AVALON BOULEVARD TO WILMINGTON (PUBLIC WORKS DEPARTMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  REVIEW the staff's proposed median safety fence concept of Project No. 954:  Median Irrigation System and Landscaping Upgrade Phase II, Del Amo Boulevard from Avalon Boulevard to Wilmington Avenue.

2.                  APPROVE Concept "A" for a temporary median safety fence, 3.5 ft. high fence on the sides with 5 ft high arch at center, based on the rendered photo prepared by the staff in Public Information Office.

3.                  APPROPRIATE additional funding in the amount of $8,140.00 from the Measure R fund balance to augment the allocated budget for this project.
