INVOCATION: On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council. In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity. This evening we are pleased that our invocation will be offered by: PASTOR WOOD, CARSON BIBLE CHURCH

ITEM NO. (1) CONSIDERATION OF RESOLUTION NO. 12-132 SUPPORTING THE TRANSFER OF ONTARIO INTERNATIONAL AIRPORT TO LOCAL CONTROL (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. WAIVE further reading and ADOPT Resolution No. 12-132, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING THE TRANSFER OF ONTARIO INTERNATIONAL AIRPORT TO LOCAL CONTROL"

2. INSTRUCT staff to transmit a copy of the executed resolution to Kirk Cartozian of Cartozian Associates, Inc., Los Angeles Mayor Antonio Villaraigosa and the Los Angeles World Airports Board of Airport Commissioners.

ITEM NO. (2) CONSIDER AWARD OF CONTRACTS TO SUN LIFE FINANCIAL TO PROVIDE GROUP LIFE INSURANCE, SHORT TERM DISABILITY, AND LONG TERM DISABILITY BENEFITS TO CITY EMPLOYEES (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. AWARD contracts to Sun Life Financial to provide Group Life Insurance, Short Term Disability, and Long Term Disability benefits with a thirty-nine month guarantee rate.

2. AUTHORIZE the Mayor to sign the contracts after approval as to form by the City Attorney.

ITEM NO. (3) CONSIDER AN AGREEMENT FOR CONSULTING SERVICES WITH MICHAEL SEALE RELATED TO THE TRANSITIONAL SUBSIDIZED EMPLOYMENT PROGRAM (COMMUNITY DEVELOPMENT DEPARTMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. APPROVE entering into an agreement with Michael Seale for an amount not to exceed $100,000.00.

2. AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

ITEM NO. (4) CONSIDER APPROVING THE NEW NAME AND GOVERNANCE STRUCTURE AS DETAILED IN ORDINANCE NO. 12-1506 RELATED TO THE NEWLY ESTABLISHED PARKS, RECREATION AND CULTURAL ARTS COMMISSION (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. APPROVE the new name of the merged Parks and Recreation Commission and Cultural Arts Commission - the Parks, Recreation and Cultural Arts Commission.

2. WAIVE further reading and INTRODUCE Ordinance No. 12-1506, "AN ORDINANCE OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CARSON MUNICPAL CODE REGARDING THE PARKS, RECREATION AND CULTURAL ARTS COMMISSION."

ITEM NO. (5) CONSIDER ACCEPTANCE OF THE FY 12 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (COMMUNITY SERVICES DEPARTMENT)

1. ACCEPT the FY 12 Edward Byrne Memorial Justice Assistance Grant funding in the amount of $39,989.00.
