INVOCATION:        On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  PASTOR TUVAI FATAAI FROM CALVARY CHAPEL OF SOUTH BAY

ITEM NO. (4)                        CONSIDER AMENDING THE AGREEMENT WITH RSG, INC. FOR THE AUDIT OF THE MOBILEHOME RENT CONTROL PROCESS (COMMUNITY DEVELOPMENT) THIS IS A COMPANION ITEM WITH CARSON HOUSING AUTHORITY ITEM NO. 1

RECOMMENDATION for the City Council:

1.                  CONCUR with the request to amend the agreement between the Carson Housing Authority and Rosenow Spevacek, Inc. (RSG), to provide a public outreach component to the audit of the mobilehome rent control process for a not-to-exceed amount of $19,600.00.

ITEM NO. (5)                        AUTHORIZE THE MAYOR TO CAST THE CITY'S BALLOT IN FAVOR OF PROPOSED LEAGUE OF CALIFORNIA CITIES BYLAWS AMENDMENTS (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  AUTHORIZE the Mayor to cast the City's ballot in favor of the proposed amendments to the bylaws of the League of California Cities.

ITEM NO. (6)                        CONSIDERATION OF RESOLUTION NO. 13-034 SUPPORTING THE ADOPTION OF THE COMPREHENSIVE IMMIGRATION REFORM BY THE 113TH CONGRESS (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 13-034, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, COMPREHENSIVE IMMIGRATION REFORM BY THE 113TH CONGRESS."

2.                  DIRECT Staff to transmit a copy of the executed resolution to the U.S. Speaker of the House John Boehner, President Pro Tem of the U.S. Senate Patrick Leary, Senator Barbara Boxer, Senator Dianne Feinstein, and Congresswoman Janice Hahn.

RECOMMENDATION for the City Council:

1.                  APPROVE the Senior Citizens Advisory Commission's nominee, Mona Porotesano, and the Mayor's nominee, Theresa Forsythe, to receive the Older Americans Recognition Day Award at the Los Angeles County Commission for Older Adults' 48th Annual Older Americans Recognition Day Awards Program.

1.                  APPROVE an appropriation of funds to support the Carson Sheriff's Station proposed Gun Buy Back Program.
