ITEM NO. (4) CONSIDERATION OF RESOLUTION NO. 13-065 REQUESTING THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT GOVERNING BOARD TO UNDERTAKE EDUCATIONAL OUTREACH TO CARSON RESIDENTS ON HOW TO MINIMIZE AND PREVENT THE RISKS OF THE WEST NILE VIRUS (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. WAIVE further reading and ADOPT Resolution No. 13-065, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REQUESTING THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT GOVERNING BOARD TO UNDERTAKE EDUCATIONAL OUTREACH TO CARSON RESIDENTS ON HOW TO MINIMIZE AND PREVENT THE RISKS OF THE WEST NILE VIRUS."

RECOMMENDATION for the City Council:

TAKE the following actions:

1. WAIVE further reading and ADOPT Resolution No. 13-068, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, URGING THE CALIFORNIA CONGRESSIONAL DELEGATION TO PRESS FOR RE-ENACTMENT OF SECTION 4 OF THE VOTING RIGHTS ACT OF 1965."

2. DIRECT staff to forward a copy of this resolution to the entire California Congressional delegation for consideration and action.

ITEM NO. (6) CONSIDER AN EXTENSION OF THE AGREEMENT FOR SALES, USE AND TAX AUDIT AND INFORMATION SERVICES WITH HINDERLITER, DE LLAMAS AND ASSOCIATES (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. APPROVE a two-year extension of the professional services agreement with Hinderliter, de Llamas & Associates (HdL) to provide sales, use and tax audits and information services, in the estimated amount of $195,000.00 per year, beginning July 1, 2013, through June 30, 2015.

2. AUTHORIZE the Mayor to execute the extension of the agreement following approval as to form by the City Attorney (Exhibit No. 3).

ITEM NO. (7) CONSIDER AWARD OF SERVICE CONTRACT FOR THE PRINTING AND MAILING OF THE COMMUNITY SERVICES GUIDE AND CARSON REPORT COMBINATION FLIP BOOK (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1. APPROVE an award of service contract to PML Company for the four (4) issues of the Community Services Guide and Carson Report combination flip book and mailing preparation for an estimated cost of $27,900.00, after accounting for 5% discount.

ITEM NO. (8) CONSIDERATION OF ADOPTION OF RESOLUTION NO. 13-057 AUTHORIZING THE DESTRUCTION OF SPECIFIED CITY RECORDS (ADMINISTRATIVE SERVICES)

1. WAIVE further reading and ADOPT Resolution No. 13-057, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF SPECIFIED CITY RECORDS."

ITEM NO. (9) CONSIDER RESOLUTION NO. 13-063 SUPPORTING SENATE BILL NO. 434 (HILL) REGARDING PERSONAL INCOME AND CORPORATION TAXES; HIRING CREDITS IN ENTERPRISE ZONES (COMMUNITY DEVELOPMENT)

RECOMMENDATION for the City Council:

1. REFER consideration of Senate Bill No. 434 to the City Council Policy Subcommittee.

ITEM NO. (10) CONSIDER ACCEPTING THE FAMILY SUPPORT PROGRAM GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC) (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. ACCEPT grant funds in the amount of $13,500.00 from the South Bay Center for Counseling.

2. AUTHORIZE the Mayor to execute the Family Support Program contract following approval as to form by the City Attorney.

ITEM NO. (11) CONSIDER APPROVING RESOLUTION NO. 13-061 RECOGNIZING THE ANNIVERSARY OF THE OLDER AMERICANS ACT OF 1965 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1. WAIVE further reading and ADOPT Resolution No. 13-061, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECOGNIZING JULY 14, 2013, AS THE ANNIVERSARY OF THE OLDER AMERICANS ACT OF 1965."

2. DIRECT staff to transmit an executed copy of the resolution to Congresswoman Janice Hahn, Senator Barbara Boxer, and Senator Dianne Feinstein.

ACTION:

ITEM NO. (12) CONSIDER APPROVAL OF AN AGREEMENT TO PAY DUNCAN SOLUTIONS ON A MONTH-TO-MONTH BASIS FOR PARKING CITATION PROCESSING SERVICES UNTIL A NEW CONTRACT IS APPROVED FOR A VENDOR TO PROVIDE THESE SERVICES (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

1. APPROVE an agreement to pay Duncan Solutions for parking citation processing services, on a month-to-month basis, until a new contract for this service is approved.

2. AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.

ITEM NO. (13) CONSIDER ACCEPTING THE PREVENTION INITIATIVE DEMONSTRATION PROJECT GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC)

RECOMMENDATION for the City Council:

1. ACCEPT the $17,000.00 grant from the South Bay Center for Counseling for the Prevention Initiative Demonstration Project.

2. AUTHORIZE the Mayor to execute the Prevention Initiative Demonstration Project contract following approval as to form by the City Attorney.

ITEM NO. (14) CONSIDER A REQUEST TO INSTALL A DISABLED PERSON PARKING SPACE (BLUE CURB) AT 900 EAST DIAMONDALE DRIVE (PUBLIC WORKS)

RECOMMENDATION for the City Council:

1. DIRECT staff to install a disabled person parking space (blue curb and sign) at 900 East Diamondale Drive.

ITEM NO. (15) CONSIDER A PROFESSIONAL SERVICES AGREEMENT WITH TECS ENVIRONMENTAL COMPLIANCE SERVICES TO DEVELOP AN INDIVIDUAL WATERSHED MANAGEMENT PROGRAM AND A COORDINATED INTEGRATED MONITORING PROGRAM (PUBLIC WORKS)

RECOMMENDATION for the City Council:

1. APPROVE a Professional Services Agreement, in the amount of $166,750.00 with TECS Environmental Compliance Services to develop an Individual Watershed Management Program and a Coordinated Integrated Monitoring Program in accordance with the requirements of California Regional Water Quality Control Board, Los Angeles Region, Order No. R4-2012-0175.

1. OPEN the Public Hearing, TAKE public testimony and CLOSE the Public Hearing.
