ITEM NO. (6)                        CONSIDER AN AWARD OF SERVICE CONTRACT FOR MAINTENANCE AND SUPPORT OF THE CITY'S FINANCIAL SOFTWARE (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the proposal process as defined by Carson Municipal Code Sction 2610(a).

2.                  AWARD a two-year contract, for the period August 1, 2013 through July 31, 2015, in an amount not-to-exceed $175,890.01 to SunGard Public Sector Inc. for annual maintenance and support of their software products

ITEM NO. (7)                        CONSIDER AWARD OF PURCHASE CONTRACT FOR EQUIPMENT UPGRADES AND RELATED PROGRAMMING FOR THE COUNCIL CHAMBER'S AUDIO/VISUAL SYSTEM (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the bidding and proposal processes as defined by Carson Municipal Code (CMC) Section 2604 (a) and 2610 (a).

2.                  AWARD a purchase contract in the amount of $108,258.74 to Electrosonic for the upgrade of audio/visual equipment and for programming modifications to the Crestron system for the Council Chambers.

3.                  APPROPRIATE         an additional $62,700.00 from the unallocated Public/Education/Government fees balance to cover the cost of this contract.

ITEM NO. (8)                        UPDATE ON RAINBOW TRANSPORT TANK CLEANERS CLEANUP EFFORTS LOCATED AT 21119 SOUTH WILMINGTON AVENUE (COMMUNITY DEVELOPMENT)

RECOMMENDATION for the City Council:

1.                  RECEIVE and FILE.

ACTION:

ITEM NO. (9)                        CONSIDER APPROVAL TO EXTEND THE AGREEMENT WITH DAPEER, ROSENBLIT AND LITVAK, LLP TO PROVIDE CITY PROSECUTOR SERVICES FROM FEBRUARY 1, 2014 THROUGH JANUARY 31, 2015 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE a one-year contract extension of the agreement with Dapeer, Rosenblit and Litvak, LLP, to provide City Prosecutor services to the City of Carson from February 1, 2014 through January 31, 2015.

ACTION:

ITEM NO. (10)                    CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1252 [FEDERAL NO. HPLUL-5403(021)]:  A PEDESTRIAN BRIDGE ON 213TH STREET OVER THE DOMINGUEZ CHANNEL(PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications and estimates, and order the work for Project No. 1252:  A Pedestrian Bridge on 213th Street over the Dominguez Channel.

2.                  MAKE the California Environmental Quality Act finding that the proposed pedestrian bridge on 213th Street over the Dominguez Channel is categorically exempt pursuant to Section 15301, 15301(c) and 15301(f) of the California Environmental Quality Act guidelines.

3.                  AUTHORIZE staff to record the "Notice of Exemption" in the office of the Los Angeles County Clerk for Project No. 1252:  A Pedestrian Bridge on 213th Street over the Dominguez Channel.

4.                  AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1252:  A Pedestrian Bridge on 213th Street over the Dominguez Channel pending Caltrans' issuance of the "Authorization to Proceed with Construction."

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 13-105, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, GRANTING CONSENT AND JURISDICTION TO THE COUNTY OF LOS ANGELES IN THE MATTER OF COUNTY LIGHTING MAINTENANCE DISTRICT 1697 AND COUNTY LIGHTING DISTRICT LLA-1, CARSON ZONE, CITY OF CARSON TRACT NO. 71748 AND L 049 2012."
