RECOMMENDATION for the City Council:

1.                  A closed session will be held, pursuant to Government Code §54956.9(d)(1), to confer with legal counsel regarding pending litigation to which the City is a party.  The title of such litigation is as follows:

Fast Lane Transportation, Inc. v. City of Los Angeles, et al.; Case No.: BS143332, Los Angeles Superior Court; Case No. ____________,  Contra Costa County Superior Court.

1.                  WAIVE further reading and ADOPT Resolution No. 14-002, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ESTABLISHING JULY 18th OF EVERY YEAR AS NELSON MANDELA DAY IN THE CITY OF CARSON, CALIFORNIA."

ITEM NO. (6)                        CONSIDER APPROVING RESOLUTION NO. 14-005 AUTHORIZING THE CITY OF CARSON'S APPLICATION FOR THE HOUSING-RELATED PARKS GRANT (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 14-005, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE CITY OF CARSON'S APPLICATION FOR THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT'S HOUSING-RELATED PARKS GRANT."

2.                  DIRECT staff to transmit an executed copy of the resolution to the California Department of Housing and Community Development.

ITEM NO. (7)                        CONSIDER APPROVAL TO PAY JAM FIRE PROTECTION, INC. FOR ALARM SYSTEMS SERVICES PROVIDED FROM OCTOBER 1, 2013 THROUGH JANUARY 31, 2014 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE payment of $4,680.00 to JAM Fire Protection Services, Inc. for access control and alarm system monitoring and maintenance services provided from October 1, 2013 through January 31, 2014.

ITEM NO. (8)                        CONSIDER SURVEY MONUMENT BOND RELEASE FOR TRACT MAP NO. 53269; DOMINGUEZ HILLS VILLAGE PHASE II, CENTRAL AVENUE AND VICTORIA STREET (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the work as complete.

2.                  AUTHORIZE the release of the surety bond in the amount of $5,500.00 for Tract Map No. 53269, survey monument.

3.                  INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and County  of  Los Angeles Department of Public Works.

(10)                    PUBLIC HEARING TO CONSIDER APPROVAL OF A PURCHASE AND SALE AGREEMENT BY AND BETWEEN THE CARSON HOUSING AUTHORITY AND GRAMERCY URBAN HOUSING, LLC FOR THE SALE OF AUTHORITY-OWNED PROPERTY LOCATED AT 21521 AVALON BLVD (COMMUNITY DEVELOPMENT) THIS IS A JOINT AGENDA ITEM WITH HOUSING AUTHORITY ITEM NO. 2.

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  OPEN the joint Public Hearing, TAKE public testimony, and CLOSE the joint Public Hearing.

2.                  APPROVE the sale of the property located at 21521 Avalon Boulevard to Gramercy Urban Housing, LLC.
