ITEM NO. (3)                        CONSIDER REJECTING ALL PROPOSALS FOR "FEDERAL LEGISLATIVE  REPRESENTATIVE SERVICES" AND RE-ISSUE A REQUEST FOR PROPOSALS FOR SUCH SERVICES (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  REJECT all proposals received in response to Request for Proposals No. 13-08, for "Federal Legislative Representative Services" and direct staff to immediately issue a new Request for Proposals for "Federal Legislative Representative Services."

DAY IN THE CITY OF CARSON, CALIFORNIA AND ACKNOWLEDGING RESOLUTION NO. 02-041 WHICH PREVIOUSLY ESTABLISHED MARCH 31ST EACH YEAR AS CESAR CHAVEZ DAY IN THE CITY OF CARSON (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-001, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ESTABLISHING JANUARY 15TH EACH YEAR AS DR. MARTIN LUTHER KING, JR. DAY IN THE CITY OF CARSON, CALIFORNIA."

(5)                        CONSIDER RESOLUTION NO. 14-006 WHICH CALLS UPON PRESIDENT OBAMA TO STOP THE SEPARATION OF FAMILIES DUE TO IMMIGRATION DEPORTATIONS, URGES SUSPENSION OF FURTHER DEPORTATIONS OF UNDOCUMENTED IMMIGRANTS AND EXTENDS THE DEFERRED ACTION FOR CHILDHOOD ARRIVALS PROGRAM (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 14-006, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING THE "PROTECT OUR FAMILIES" CAMPAIGN"

2.                  DIRECT staff to transmit an executed copy of the resolution to (1) Mr. Armando Vazquez-Ramos, California-Mexico Project, CSULB (2) Congressman Raúl M. Grijalva (AZ) and (3) Congresswoman Yvette Clarke (NY).

ITEM NO. (6)                        CONSIDER ADOPTION OF RESOLUTION NO. 14-012 IMPLEMENTING STATE SENATE BILL 510 RELATING TO THE SURVEY OF RESIDENT SUPPORT REQUIREMENTS FOR THE CONVERSION OF A RENTAL MOBILEHOME PARK TO RESIDENT OWNERSHIP (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-012, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, IMPLEMENTING SENATE BILL 510, WHICH AMENDED SECTION 66427.5 OF THE GOVERNMENT CODE RELATING TO REQUIREMENTS FOR A TENTATIVE OR PARCEL MAP FOR A SUBDIVISION TO BE CREATED FROM THE CONVERSION OF A RENTAL MOBILEHOME PARK TO RESIDENT OWNERSHIP".

ITEM NO. (7)                        CONSIDER RESOLUTION NO. 14-013 REQUESTING PRESIDENT OBAMA TO GRANT TEMPORARY PROTECTIVE STATUS TO FILIPINOS IN THE UNITED STATES AFTER THE DEVASTATION OF TYPHOON HAIYAN (CITY MANAGER)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 14-013, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,  URGING THE FEDERAL GOVERNMENT TO GRANT TEMPORARY PROTECTED STATUS TO FILIPINOS IN THE U.S. IN VIEW OF THE RECENT DEVASTATION OF TYPHOON 'HAIYAN' WHICH RESULTED IN THE DEATHS OF MORE THAN 7,000 PEOPLE IN THE PHILIPPINES AND OTHER RELATED MATTERS"

2.                  DIRECT staff to transmit an executed copy of the resolution to President Obama, Congresswoman Janice Hahn and Consul General Maria Hellen M. Barber-De La Vega, Philippine Consulate of Los Angeles.

ITEM NO. (8)                        CONSIDERATION OF RESOLUTION NO. 14-003 ADOPTING THE PROPOSITION 4 (GANN) APPROPRIATIONS LIMIT FOR FISCAL YEAR 2013/14 (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ELECT to use the annual percentage change in population of the County of Los Angeles and the percentage change in Per Capita Personal Income as the factors with which to calculate the city's annual appropriations limit for FY 2013/14.

2.                  WAIVE further reading and ADOPT Resolution No. 14-003, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DETERMINING THE TOTAL ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2013/14."

ITEM NO. (9)                        CONSIDERATION OF A REQUEST TO AUTHORIZE THE  REAPPROPRIATION OF FUNDS FOR PURCHASE ORDERS/CONTRACTS OPEN AS OF JUNE 30, 2013 AND ADJUSTMENTS TO PROJECTED REVENUES FOR FY 2013/14 (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the reappropriation of funds to the FY 2013/14 budget in the account numbers detailed in Exhibit No.1.

2.                  AUTHORIZE the increase in the revenue projections for FY 2013/14 for the funds listed in the "Fiscal Impact" section of this report.

ITEM NO. (10)                    CONSIDER EXTENSION OF THE WEST COAST ARBORISTS, INC. CONTRACT SERVICES AGREEMENT TO PROVIDE TREE MAINTENANCE SERVICES (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE staff to exercise the City's unilateral right, under Section 3.4 of the existing West Coast Arborists, Inc.  "Tree Maintenance Contract Services Agreement," to extend the term of this agreement for an additional three (3) years under the existing terms and conditions of this agreement.

2.                  AUTHORIZE additional annual expenditures up to $51,983.00 (15% of the current annual contract amount of $346,559.00), if necessary, for additional unforeseen work which may occur due to rainfall, high wind conditions or other urgent or emergency conditions as they occur.

ITEM NO. (11)                    CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1360:  CITYWIDE ANNUAL OVERLAY PROGRAM FY 2013/14 AND PROJECT NO. 1359:  CITYWIDE ANNUAL CONCRETE REPLACEMENT PROGRAM FY 2013/14 (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications and estimates, Location Maps and Location List, and order the work for Project No. 1360:  Citywide Annual Overlay Program FY 2013/14 and Project No. 1359:  Citywide Annual Concrete Replacement Program FY 2013/14.

2.                  AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1360:  Citywide Annual Overlay Program FY 2013/14 and Project No. 1359:  Citywide Annual Concrete Replacement Program FY 2013/14.
