RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 14-045, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECOGNIZING THE MONTH OF APRIL AS MINORITY HEALTH AWARENESS MONTH."

2.                  DIRECT staff to transmit an executed copy of the resolution to Congresswoman Janice Hahn, U.S. Senators Dianne Feinstein and Barbara Boxer, State Senators Ted Lieu and Roderick Wright and Assemblymember Isadore Hall, III.

ITEM NO. (4)                        CONSIDER SUPPORTING CONGRESSWOMAN HAHN'S DECISION TO CALL FOR A CONGRESSIONAL HEARING TO EXAMINE REGULATIONS FOR PIPELINE SAFETY AND PLAN TO INTRODUCE LEGISLATION THAT WILL SPECIFICALLY REQUIRE THAT ALL ABANDONED OR IDLE PIPELINES ARE ROUTINELY INSPECTED (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  REQUEST the City Manager direct staff to prepare a letter for the City Council's signatures strongly supporting the efforts of Congresswoman Hahn related to pipeline safety.

ITEM NO. (5)                        CONSIDER A RECOMMENDATION FROM THE LOBBYING COMMITTEE TO AWARD A PROFESSIONAL SERVICES AGREEMENT FOR FEDERAL LEGISLATIVE ADVOCACY SERVICES FOR THE REMAINDER OF CALENDAR YEAR 2014 (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  AWARD a professional services agreement to Townsend Public Affairs for federal legislative advocacy services, in the amount of $29,333.00, for the period May 21, 2014 through December 31, 2014.

ITEM NO. (6)                        AWARD OF GENERAL LIABILITY THIRD PARTY ADMINISTRATOR SERVICES FOR FY 2014/15, FY 2015/16 AND FY 2016/17 (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  AWARD a three-year contract for general liability Third Party Administrator services to Carl Warren and Company for the period of July 1, 2014 through June 30, 2017 with an option to extend the contract for an additional two-year period (in one-year increments) through June 30, 2019 and authorize the Mayor to execute the contract.

(8)                        CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CARSON AND THE ASSOCIATION OF CONFIDENTIAL EMPLOYEES (ACE) REPRESENTING THE CONFIDENTIAL EMPLOYEE BARGAINING UNIT OF THE CITY OF CARSON FOR THE PERIOD JULY 1, 2013 THROUGH JUNE 30, 2015 (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-044, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING AMENDMENT NO. 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CARSON AND THE ASSOCIATION OF CONFIDENTIAL EMPLOYEES (ACE) REPRESENTING THE CONFIDENTIAL EMPLOYEE BARGAINING UNIT OF THE CITY OF CARSON FOR THE PERIOD JULY 1, 2013 THROUGH JUNE 30, 2015."

1.                  APPROVE the replacement of the 19 computers and two printers currently in use at the Elito M. Santarina Senior Citizens Computer Lab.

ITEM NO. (10)                    CONSIDER THE AWARD OF PURCHASE CONTRACT FOR FITNESS EQUIPMENT FOR VETERANS SPORTSCOMPLEX, SCOTT PARK, FABELA BOXING CENTER, JOSEPH B. AND MARY ANNE O'NEAL STROKE CENTER, AND STEVENSON PARK (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a purchase contract in the amount of $58,963.84 to E&C Equipment Inc., dba Out-Fit, for fitness equipment and a 3 year maintenance service agreement for the Joseph B. and Mary Anne O'Neal Stroke Center and Stevenson Park.

2.                  AWARD a purchase contract in the amount of $127,650.59 to Advanced Exercise Equipment for fitness equipment and a 3 year maintenance service agreement for Veterans SportsComplex, Scott Park, and the Fabela Chavez Boxing Center.

ITEM NO. (11)                    CONSIDER AN AWARD OF PURCHASE CONTRACT FOR A PAVER TRAILER (ADMINISTRATIVE SERVICES

RECOMMENDATION for the City Council:

1.                  AWARD a purchase contract to Riverside Truck and Equipment, Inc. in the amount of $40,863.01.

ACTION:

ITEM NO. (12)                    CONSIDER ENTERING INTO A CONSULTANT AGREEMENT BY AND BETWEEN MDG ASSOCIATES, INC., AND THE CITY OF CARSON, FOR RESIDENTIAL AND COMMERCIAL REHABILITATION INSPECTION AND PROJECT COORDINATION SERVICES (COMMUNITY DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE a one-year consultant retainer agreement with MDG Associates, Inc., in an amount not to exceed $200,000.00, with an option to renew for an additional term of one year at the City's discretion.

2.                  AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

ITEM NO. (13)                    CONSIDER ACCEPTING A GRANT FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the Los Angeles County Regional Open Space District grant in the amount of $253,000.00.

2.                  DEPOSIT the grant funds to Account Number 22-00-999-657 4518.

3.                  WAIVE further reading and ADOPT Resolution No. 14-042, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR THE 2ND SUPERVISORIAL DISTRICT EXCESS FUNDS PROGRAM FOR HEMINGWAY PARK, AND APPROVES THE ADOPTION OF A YOUTH EMPLOYMENT PLAN."

ITEM NO. (14)                    CONSIDER UPGRADING THE RECREATION CENTER SUPERVISOR POSITION AT CARSON PARK TO A SENIOR RECREATION CENTER SUPERVISOR POSITION (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE upgrading the park director position at Carson Park from a Recreation Center Supervisor position to a Senior Recreation Center Supervisor position.

ACTION:

ITEM NO. (15)                    CONSIDER AUTHORIZING THE RENEWAL OF THE CONTRACT WITH SIEMENS INDUSTRY, INC., FOR HEATING, VENTILATING, AND AIR CONDITIONING COMPUTER MAINTENANCE SERVICES AT CITY HALL AND THE CONGRESSWOMAN JUANITA MILLENDER-MCDONALD COMMUNITY CENTER AT CARSON (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE the formal bid process as defined by the Carson Municipal Code Section 2607 as allowed by Section 2604(a) due to proprietary equipment and maintenance thereof.

2.                  AUTHORIZE the renewal of the contract with Siemens Industry, Inc., for heating, ventilating, and air conditioning computer maintenance services at City Hall and the Congresswoman Juanita Millender-McDonald Community Center at Carson, for the period of November 1, 2014 through October 31, 2015, in the amount of $50,244.00, with the option for staff to administratively extend the contract for one year based on the quality of services provided and a Consumer Price Index (CPI) adjustment for September 2014 to September 2015 for "All Urban Consumers, for the Los Angeles-Anaheim-Riverside Area, as published by the United States Department of Labor, Bureau of Labor Statistics."
