1.                  A closed session will be held, pursuant to Government Code §54956.9(d) (1), to confer with legal counsel regarding pending litigation to which the City is a party.  The title of such litigation is as follows:  Fast Lane Transportation, Inc. v. City of Los Angeles, et al., CCSC Case No. CIVMSN14-0300.

(6)                        CONSIDERATION OF ADOPTION OF RESOLUTION NO. 14-050 AMENDING THE CITY OF CARSON CLASSIFICATION PLAN, RESOLUTION NO. 77-111, TO ADOPT NEW SALARY RANGES FOR CERTAIN CLASSIFICATIONS WITHIN THE SUPERVISORS UNIT OF THE CARSON PROFESSIONALS AND SUPERVISORS ASSOCIATION (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-050, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING NEW SALARY RANGES FOR CERTAIN CLASSIFICATIONS WITHIN THE SUPERVISORS UNIT OF THE CARSON PROFESSIONALS AND SUPERVISORS ASSOCIATION."

ITEM NO. (7)                        CONSIDER APPROVAL OF ORGANIZATIONS AND SERVICE CLUBS REQUESTING TO OPERATE FIREWORKS STANDS DURING THE 2014 FIREWORKS SEASON (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE the roster of 23 organizations, contingent upon their compliance with all governing rules and regulations, approvals from all inspecting agencies, and mandatory attendance at the Fireworks Stand Operators' Safety and Orientation Seminar.

ACTION:

ITEM NO. (8)                        CONSIDERATION OF APPLICATIONS FOR FIREWORKS STORAGE PERMITS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE the issuance of a fireworks storage permit for the Carson High Boosters Club and for the Filipino Community of Carson, contingent upon their compliance with CMC Section 3101.8.

ACTION:

ITEM NO. (9)                        PARK VOLUNTEER ASSOCIATIONS' REQUEST FOR WAIVER OF ELIGIBILITY REQUIREMENT TO QUALIFY AS FIREWORKS STAND OPERATORS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the applicants' request to waive the eligibility requirement of Carson Municipal Code Section 3101.2(a) in order to qualify for fireworks stand licenses for the 2014 season.

2.                  AUTHORIZE staff to administratively approve future waiver of Carson Municipal Code Section 3101.2(a) requests from park associations so long as they meet all other eligibility requirements.

ACTION:

ITEM NO. (10)                    CONSIDERATION OF A REQUEST FOR AUTHORIZATION TO ACCEPT AND APPROPRIATE VARIOUS DONATIONS IN THE GENERAL FUND (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the donations received in April 2014 in the amount of $450.00.

2.                  APPROVE an increase in the FY 2013/14 General Fund revenue budget by $450.00, in the revenue account numbers listed in Exhibit No. 1. 

3.                  APPROPRIATE the $450.00 to the FY 2013/14 expenditure budget in the expenditure account numbers listed in Exhibit No. 1.

ITEM NO. (11)                    CONSIDER APPROVAL OF RESOLUTION NO. 14-047, AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE CALIFORNIA HOME PROGRAM (COMMUNITY DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  WAIVE further reading and ADOPT Resolution No. 14-047, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE CAL HOME PROGRAM; AND IF SELECTED, THE EXECUTION OF A STANDARD AGREEMENT, ANY AMENDMENTS THERETO, AND OF ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE CAL HOME PROGRAM."

2.                  AUTHORIZE the Mayor or his designee, to sign the grant agreement, any subsequent amendments thereto, and all other documents with the State of California for the purposes of this program.

ITEM NO. (12)                    CONSIDER APPROVING A PURCHASE ORDER EXTENSION WITH CLEAN ENERGY TO PROVIDE NATURAL GAS FUEL TO THE CITY OF CARSON'S FIXED ROUTE BUS SYSTEM, THE CARSON CIRCUIT (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  RATIFY CNG fuel purchases made from January 2014 through May 2014.

2.                  APPROVE a two-year purchase order contract extension with Clean Energy for the period January 1, 2014 through December 31, 2015 for an estimated $228,000.00 per year.

3.                  WAIVE          the formal bidding procedures as defined by the Carson Municipal Code Section 2607 (Exhibit No. 2).

ACTION:

ITEM NO. (13)                    CONSIDER APPROVAL OF AN AGREEMENT BETWEEN THE COUNTY OF LOS ANGELES PROBATION DEPARTMENT AND THE CITY OF CARSON TO PROVIDE GANG ALTERNATIVE PREVENTION PROGRAM SERVICES FROM JULY 1, 2014 THROUGH JUNE 30, 2015 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the agreement with the County of Los Angeles Probation Department to provide Gang Alternative Prevention Program (GAPP) services to the City of Carson, in the amount of $74,000.00 for the period of July 1, 2014 through June 30, 2015.

2.                  AUTHORIZE the Mayor to execute the GAPP services agreement for FY 2014/15, following approval as to form by the City Attorney.

ITEM NO. (14)                    CONSIDER SUPPORT OF THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY 30/10 INITIATIVE (PUBLIC WORKS)

RECOMMENDATION for the City Council:

1.                  REQUEST the City Manager to authorize the City Manager's office staff to prepare a letter for City Council members' signatures, strongly supporting the Los Angeles County Metropolitan Transportation Authority 30/10 Initiative.
