RECOMMENDATION for the City Council:

1.                  A closed session will be held, pursuant to Government Code §54956.9(d) (1), to confer with legal counsel regarding pending litigation to which the City is a party.  The title of such litigation is as follows:  Fast Lane Transportation, Inc. v. City of Los Angeles, et al., CCSC Case No. CIVMSN14-0300.

RECOMMENDATION for the City Council:

 

1.         A closed session will be held, pursuant to Government Code §54956.8, to enable the City Council/Successor Agency/Housing Authority to consider negotiations with The Community Development Center, Incorporated, with whom City is negotiating, and to give direction to its negotiator(s) City Manager, Interim Assistant City Manager, Acting Community Development Director and Community Services Director, regarding that certain real property, APN Number 7319-038-012. The City’s real property negotiator will seek direction from the City Council/Successor Agency/Housing Authority regarding the price and terms.

1.                  APPROVE the Interim Director of Public Works Employment Agreement with Mr. Bruce Barrette for interim services while the city recruits to fill the full-time, permanent position.

RECOMMENDATION for the City Council:

1.                  REQUEST the City Manager direct staff to prepare the letter attached as Exhibit No. 1 for the City Council's signatures.

1.                  WAIVE further reading and ADOPT Resolution No. 14-055, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, TERMINATING THE UTILITY PIPELINE FRANCHISE WITH CARSON COGENERATION COMPANY"

ITEM NO. (9)                        CONSIDERATION OF ADOPTION OF RESOLUTION NO. 14-061 AUTHORIZING THE DIRECTOR OF ADMINISTRATIVE SERVICES TO EXPEND FUNDS PENDING ADOPTION OF THE FY 2014/15 ANNUAL BUDGETS (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-061, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, GIVING THE DIRECTOR OF ADMINISTRATIVE SERVICES LIMITED AND TEMPORARY AUTHORITY TO EXPEND FUNDS OF THE CITY PENDING ADOPTION OF THE FY 2014/15 ANNUAL BUDGETS."

ITEM NO. (10)                    CONSIDER AN AGREEMENT WITH LOS ANGELES COUNTY TO PROVIDE ANIMAL CARE AND CONTROL SERVICES FOR THE PERIOD OF JULY 1, 2014 THROUGH JUNE 30, 2019 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the five-year agreement with County of Los Angeles Department of Animal Care and Control to provide animal control services for the City of Carson, for the period of July 1, 2014 through June 30, 2019.

2.                  AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.

ACTION:

ITEM NO. (11)                    CONSIDER AN AWARD OF A CONTRACT SERVICES AGREEMENT TO PROVIDE TREE MAINTENANCE SERVICES (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a tree maintenance contract services agreement for tree maintenance services for the period of July 1, 2014 through June 30, 2017, to West Coast Arborists, Inc., in the annual amount of $329,006.33 for three years, for a total of $978,019.00.

2.                  AUTHORIZE an additional annual expenditure up to $65,200.00 (20%), for unforeseen additional trimmings outside the normal scope of work.

3.                  AUTHORIZE the Mayor to execute the contract services agreement following approval as to form by the City Attorney.

ITEM NO. (12)                    CONSIDER THE APPROVAL OF A PURCHASE ORDER FOR THE RESURFACING OF OUTDOOR BASKETBALL COURTS AT VARIOUS PARKS (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the issuance of a purchase order to Taylor Tennis Courts, Inc., in the amount of $72,074.00 for the resurfacing of the outdoor basketball courts at eleven parks.

2.                  AUTHORIZE the expenditure of a construction contingency, if necessary, in an amount not-to-exceed $7,207.40 (10%) for unforeseen repairs that may be required to complete this project.

STPL-5403(023)]:  AVALON BOULEVARD PAVEMENT RESTORATION FROM THE I 405 FREEWAY TO 223RD STREET (PUBLIC WORKS)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-058, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. 1.                  EXTEND the professional services agreement with Townsend Public Affairs for state legislative advocacy services, in the amount of $48,000.00 for the period July 1, 2014 through June 30, 2015.

2.                  EXTEND the professional services agreement with Townsend Public Affairs for federal legislative advocacy services, in the amount of $24,000.00 for the period January 1, 2015 through June 30, 2015.
