RECOMMENDATION for the City Council:

1.                  A closed session will be held, pursuant to Government Code §54956.9(d)(1), to confer with legal counsel regarding pending litigation to which the City is a party.  The title of such litigation is as follows:  People of the State of California, ex. rel. City of Carson vs. Shell Oil Company, et al., Case No. BC 499369, Superior Court of the State of California for the County of Los Angeles.

1.         A closed session will be held, pursuant to Government Code § 54956.8, to enable the City Council to consider negotiations with Waste Management, with whom City is negotiating, and to give direction to its negotiator(s) City Manager and his designees regarding that certain real property  known as: 321 West Francisco Street.   The City’s real property negotiator will seek direction from the City Council regarding the price and terms of payment for the property.

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and ADOPT Resolution No. 14-078, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING SENATE BILL 52, THE CALIFORNIA DISCLOSE ACT, WHICH WILL REQUIRE IDENTIFICATION OF THE LARGEST FUNDERS ON ALL BALLOT MEASURE ADVERTISEMENTS."

2.                  DIRECT staff to transmit an executed copy of the resolution to Senator Leno and legislators representing the City of Carson.

ITEM NO. (7)                        CONSIDER PRESENTING A CHAMPIONSHIP-LEVEL BILLIARD TOURNAMENT IN THE CITY OF CARSON, "THE BATTLE OF WORLD BILLIARD CHAMPIONS 2015, CITY OF CARSON"  (MAYOR PRO TEM SANTARINA)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the City Manager to explore the feasibility of producing/presenting a billiard tournament in the City of Carson.

2.                  AUTHORIZE the City Manager to negotiate with Jay Helfert of Championship Billiards to produce the event; with GMA International to be the exclusive media partner; and with Choura Events to be an event partner.

ITEM NO. (8)                        CONSIDER INTRODUCTION OF ORDINANCE NO. 14-1542 AMENDING PORTIONS OF CHAPTER 15 OF THE CARSON MUNICIPAL CODE REGARDING LOITERING BY REGISTERED SEX OFFENDER TO ALIGN WITH STATE LAW AND RATIFICATION OF SETTLEMENT AGREEMENT REGARDING LINDSAY V. CITY OF CARSON, UNITED STATES DISTRICT COURT CASE NO. NO. 2:14-CV-02792-PSC-MAND (CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  WAIVE further reading and INTRODUCE Ordinance No. 14-1542, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING PORTIONS OF CARSON MUNICIPAL CODE CHAPTER 15 REGARDING LOITERING BY REGISTERED SEX OFFENDERS TO ALIGN WITH CALIFORNIA PENAL CODE SECTION 653B;" and

2.                  RATIFY the "Settlement Agreement & Release of All Claims" regarding the matter of Lindsay v. City of Carson, et al., United States District Case No. 2:14-cv-02792-PSC-MAN, which has been executed by the City Manager pursuant to his settlement authority and the prior direction of this Council.

1.                  APPROVE the agreement with the South Bay Workforce Investment Board.

1.                  ACCEPT the $13,500.00 grant from the South Bay Center for Counseling for the Family Support Program Grant for July 1, 2014-December 31, 2014.

2.                  AUTHORIZE the Mayor to execute the Family Support Program contract following approval as to form by the City Attorney.

ITEM NO. (13)                    CONSIDER ACCEPTING THE PREVENTION INITIATIVE DEMONSTRATION PROJECT GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC) (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT the $8,500.00 grant from the South Bay Center for Counseling for the Preventive Initiative Demonstration Project Grant for July 1, 2014 - December 31, 2014.

2.                  AUTHORIZE the Mayor to execute the Prevention Initiative Demonstration Project contract following approval as to form by the City Attorney.

ACTION:

ITEM NO. (14)                    CONSIDER APPROVAL TO EXTEND THE AGREEMENT WITH DAPEER, ROSENBLIT AND LITVAK, LLP TO PROVIDE CITY PROSECUTOR SERVICES FROM FEBRUARY 1, 2015 THROUGH JANUARY 31, 2016 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

1.                  APPROVE a one-year contract extension of the agreement with Dapeer, Rosenblit and Litvak, LLP, to provide City Prosecutor services to the City of Carson from February 1, 2015 through January 31, 2016.

(15)                    CONSIDERATION OF RESOLUTION NO. 14-071, GRANTING CONSENT AND JURISDICTION TO THE COUNTY OF LOS ANGELES IN THE MATTER OF COUNTY LIGHTING MAINTENANCE DISTRICT 1697 AND COUNTY LIGHTING DISTRICT LLA-1, CARSON ZONE, CITY OF CARSON PROJECT L 003-2014; AND RESOLUTION NO. 14-072, APPROVING AND ACCEPTING THE NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES RESULTING FROM ANNEXATION OF L 003-2014 TO COUNTY LIGHTING MAINTENANCE DISTRICT 1697 (PUBLIC WORKS)

ITEM NO. (17)                    CONSIDER AN AWARD OF A CONSTRUCTION CONTRACT FOR PROJECT NO. 1330 [FEDERAL NO. STPL-5403(023)]:  AVALON BOULEVARD PAVEMENT RESTORATION FROM THE I-405 FREEWAY TO 223RD (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AWARD a Construction Contract for Project No. 1330:  Avalon Boulevard Pavement Restoration from the I-405 Freeway to 223rd Street, in the amount of $770,218.00, to the lowest responsible bidder, All American Asphalt, Inc.

2.                  AUTHORIZE the expenditure of a construction contingency, if necessary, in an amount not-to-exceed $77,021.80 (10%) for change orders such as the removal and remediation of contaminated soil, substructure conflicts, and other unforeseen construction work that may be required to complete this project.

3.                  AUTHORIZE the Mayor to execute the Construction Contract following approval as to form by the City Attorney.

ITEM NO. (18)                    CONSIDERATION TO ACCEPT AS COMPLETE PROJECT NO. 1364:  ROOF IMPROVEMENTS TO THE MAIN BUILDINGS OF DOMINGUEZ PARK, CARRIAGE CREST PARK, AND THE CORPORATE YARD (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  ACCEPT as complete Project No. 1364:  Roof Improvements to the Main Buildings of Dominguez Park, Carriage Crest Park, and the Corporate Yard.

2.                  AUTHORIZE staff to file a Notice of Completion.

ACTION:

ITEM NO. (19)                    CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AWARD OF A CONSTRUCTION AND MATERIALS PURCHASE CONTRACT FOR FIVE RUBBERIZED SLURRY SEAL PROJECTS WITHIN THE CITY OF CARSON (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE the plans, specifications, estimates, Location Maps and Location List, and order the work for five citywide rubberized slurry seal projects.

2.                  MAKE the California Environmental Quality Act finding that the proposed Citywide Rubberized Slurry Seal is categorically exempt pursuant to Section 15301, 15301(c) and 15301(d) of the California Environmental Quality Act guidelines.

3.                  AUTHORIZE staff to record the "Notice of Exemption" in the office of the Los Angeles County Clerk for five Citywide Rubberized Slurry Seal Projects.

4.                  WAIVE the formal bid process defined by the Carson Municipal Code, Section 2604, as allowed by Section 2604(d).

5.                  AUTHORIZE the City of Carson to piggy back off of a competitively bid contract between the City of Los Angeles and Petrochem Manufacturing, Inc.

6.                  AWARD a Construction and Materials Purchase Contract to Petrochem Manufacturing, Inc., in the amount of $452,267.00 for five Citywide Rubberized Slurry Seal Projects.

7.                  AUTHORIZE the Mayor to execute the Construction and Materials Purchase Contract following approval as to form by the City Attorney.

RECOMMENDATION for the City Council:

1.                  CONSIDER the creation of an ad-hoc committee of the Human Relations Commission and the Youth Commission to work together; and

2.                  REQUEST staff schedule a date and time for each bidder to present their campaign concept to both ad-hoc committees; and

3.                  Upon the final presentation REQUEST the ad-hoc committees deliberate and rate each bidder and REQUEST the ad-hoc committee make a single recommendation to the City Council as to which bidder to select.
