INVOCATION:

On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:

2.                  APPROVE a CONTRACT SERVICES AGREEMENT with Mr. Charles Davis in an amount not to exceed $33,600.00, together with reasonable out of pocket expenses, following APPROVAL of the same as to form by the City Attorney.

ITEM NO. (13)                    AWARD OF PURCHASE CONTRACT FOR INTERNET SERVICES FOR CITY HALL (ASSISTANT CITY MANAGER)

RECOMMENDATION for the City Council:

1.                  AWARD a three-year purchase contract with TelePacific Communications in an amount not-to-exceed $71,500.00 for internet services.

ITEM NO. (14)                    CONSIDER APPROVAL OF A CONSULTING SERVICES AGREEMENT WITH THE RAMSAY GROUP TO ASSIST IN THE PREPARATION OF THE FIVE-YEAR CONSOLIDATED PLAN, ONE-YEAR ANNUAL ACTION PLAN, AND ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE (COMMUNITY DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  APPROVE a consulting services agreement with The Ramsay Group to provide professional services in the preparation of the Five-Year Consolidated Plan, One-Year Annual Action Plan, and Analysis of Impediments to Fair Housing Choice, at a cost not to exceed $43,400.00.

2.                  AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

ACTION:

ITEM NO. (15)                    CONSIDER AWARD OF A THREE-YEAR CONTRACT TO CONVERGINT TECHNOLOGIES LLC TO PROVIDE A NETWORKED FIRE ALARM SYSTEM AND MONITORING AND MAINTENANCE SERVICES FOR THE PERIOD OF DECEMBER 1, 2014 THROUGH NOVEMBER 30, 2017 (COMMUNITY SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions: 

1.                  AWARD a three-year contract to Convergint Technologies LLC to provide a networked fire alarm system and monitoring and maintenance services to the City of Carson, for the period of December 1, 2014 through November 30, 2017, for a total cost of $564,481.96.

2.                  AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.        

3.                  APPROPRIATE $564,481.96 from the unassigned general fund balance to account number 01-99-999-004-8003/01431-01.

ITEM NO. (16)                    CONSIDER AUTHORIZING THE CITY MANAGER TO MAKE CALIFORNIA SOLAR INITIATIVE PROGRAM REBATE RESERVATION DEPOSITS (PUBLIC WORKS)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.                  AUTHORIZE the City Manager to make up to $47,500.00 in California Solar Initiative program rebate reservation deposits upon notice from the California Solar Initiative Program Administrator.

2.                  APPROPRIATE $47,500.00 from the unassigned general fund balance to account no. 01-80-820-306-6015.

ITEM NO. (17)                    CONSIDER APPROVAL OF FINAL TRACT MAP NO. 72585:  SUBDIVISION DEVELOPMENT OF 13 SINGLE-FAMILY DETACHED RESIDENTIAL DWELLINGS LOCATED AT 2671 E. TYLER STREET (PUBLIC WORKS)

RECOMMENDATION for the City Council:

1.                  APPROVE Tract Map No. 72585, located at 2671 E. Tyler Street.

2.                  MAKE the findings listed in the body of this report.

3.                  APPROVE and ACCEPT the work agreements and improvement securities listed in the body of this report, following approval as to form by the City Attorney.

4.                  INSTRUCT the City Clerk to endorse the certificate that embodies the approval of said map on the face of Tract Map No. 72585.
