GENERAL NOTES
  1. ALL WORK AND MATERIALS SHALL COMPLY WITH THE CITY OF CARSON, STANDARD DRAWINGS, AMERICAN PUBLIC WORKS ASSOCIATION AND CALTRANS STANDARD PLANS AND SPECIFICATIONS. (ALL LATEST EDITION) )
  2. CONSTRUCTION PERFORMANCE BOND SHALL BE POSTED THROUGH CITY OF CARSON ENGINEERING SERVICES DIVISION PRIOR TO CONSTRUCTION PERMIT ISSUANCE. CONSTRUCTION BOND IS BASED ON ESTIMATED CONSTRUCTION COST AS REVIEWED AND APPROVED BY THE CITY ENGINEER.
  3. COSTRUCTION PERMIT FROM THE CITY OF CARSON ENGINEERING SERVICES DIVISION SHALL BE OBTAINED AT LEAST SEVEN (7) DAYS PRIOR TO PRE-CONSTRUCTION MEETING. (A TOTAL OF 21-DAYS PRIOR TO START OF CONSTRUCTION)
  4. PRE-CONSTRUCTION MEETING SHALL BE COORDINATED AND COMPLETED THROUGH CITY OF CARSON ENGINEERING SERVICES DIVISION AT LEAST 14-DAYS PRIOR TO START OF CONSTRUCTION.
  5. THE CONTRACTOR SHALL NOTIFY THE ENGINEERING SERVICES FOR INSPECTION A MINIMUM OF 48-HRS PRIOR TO STARTING WORK AT (310) 952-1700 EXT. 1795
  6. WORKING HOURS SHALL BE 9:00 AM TO 3:00 PM FOR ARTERIAL STREETS AND 7:00 AM TO 3:00 PM FOR LOCAL/RESIDENTIAL STREETS, UNLESS OTHERWISE APPROVED.
  7. STAGING AREAS FOR CONSTRUCTION MATERIALS AND EQUIPMENT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR.
  8. PEDESTRIANS AND/OR VEHICULAR ACCESS SHALL BE ALLOWED AT ALL TIMES, UNLESS APPROVED OTHERWISE BY THE CITY ENGINEER. PROHIBITING PEDESTRIAN AND/OR VEHICULAR ACCESS REQUIRES DETOUR AND/OR ACCESS CLOSURE PLANS SUBJECT TO REVIEW AND APPROVAL OF THE CITY ENGINEER.
  9. OVERNIGHT TRAFFIC CONTROLS SHALL BE REVIEWED AND APPROVED BY TRAFFIC ENGINEER, PRIOR TO PRE-CONSTRUCTION MEETING. OTHERWISE TRAFFIC CONTROL SHALL BE PER CA M.U.T.C.D, LATEST EDITION.
  10. CONTRACTOR SHALL NOTIFY AFFECTED RESIDENTS, BUSINESSES AND AGENCIES 72-HOURS PRIOR TO START OF CONSTRUCTION, AT THE DISCRETION OF THE CITY ENGINEER.
  11. DAMAGED EXISTING IMPROVEMENTS, NOT PART OF THE SCOPE OF WORK, SHALL BE PROTECTED IN-PLACE AND SHALL BE REPLACED IN KIND AT NO COST TO THE CITY, TO THE SATISFACTION OF THE CITY ENGINEER.
  12. NO TRENCHES MAY BE LEFT OPEN OVERNIGHT UNLESS APPROVED BY THE CITY ENGINEER.
  13. IF ANY UTILITIES OR FACILITIES CONFLICT WITH PROPOSED IMPROVEMENTS, ALL WORK SHALL STOP AND THE CITY ENGINEER SHALL BE NOTIFIED IMMEDIATELY.
  14. CONTRACTOR SHALL COORDINATE AND/OR OBTAIN NECESSARY PERMITS FROM AFFECTED AGENCIES.
  15. THE CONTRACTOR SHALL NOTIFY UNDERGROUND SERVICE ALERT (U.S.A.) 48-HRS PRIOR TO START WORK. UPON EXPOSING ANY UTILITY'S UNDERGROUND FACILITY THE CONTRACTOR SHALL NOTIFY THAT OWNER OF THAT UTILITY IMMEDIATELY.
  16. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO LOCATE ALL SUBSTRUCTURES WITHIN THE ALIGNMENT OF THE PROPOSED IMPROVEMENTS, AND IN THE EVENT OF SUBSTRUCTURE DAMAGE, THE CONTRACTOR SHALL BEAR ALL THE COST OF REPAIR OR REPLACEMENT.
  17. CONTRACTOR SHALL HAVE SUFFICIENT MATERIALS ON HAND AT ALL TIMES TO EXPEDITE ANY EMERGENCY REPAIR.
  18. AS REQUIRED BY THE CITY ENGINEER, THE CONTRACTOR SHALL FURNISH AND OPERATE A SELF-LOADING MOTOR SWEEPER WITH SPRAY NOZZLES AT LEAST TWICE EACH WORKING DAY TO KEEP PAVED AREAS ACCEPTABLY CLEAN WHEREVER CONSTRUCTION IS INCOMPLETE.
  19. THE CONTRACTOR SHALL PROVIDE AND MAINTAIN AT ALL TIMES DURING CONSTRUCTION AMPLE MEANS AND DEVICES WITH WHICH TO PROMPTLY REMOVE AND PROPERLY DISPOSE OF ALL WATER FROM ANY SOURCE ENTERING THE EXCAVATION OR OTHER PARTS OF THE WORK.
  20. CONTRACTOR SHALL COMPLY WITH ALL STORMWATER POLLUTION CONTROL PER BY REGIONAL WATER QUALITY CONTROL BOARD (RWQCB) REQUIREMENTS, INCLUDING BUT NOT LIMITED TO BEST MANAGEMENT PRACTICE (BMPs)
  21. CONTRACTOR SHALL APPLY FOR AND OBTAIN A TREE REMOVAL PERMIT WHEN DEMOLISHING AN EXISTING TREE WITHIN THE PUBLIC RIGHT-OF-WAY. REFER TO "EXHIBIT B" OF ARTICLE III, CHAPTER 9 OF THE OF CARSON MUNICIPAL CODE AND CONTACT GREGORY MACDONALD, TREE AND CONCRETE MAINTENANCE SUPERVISOR, AT (310) 847-3500.
  22. CONTRACTOR SHALL PROVIDE TREE PROTECTION FOR TREES WITHIN THE PUBLIC RIGHT-OF-WAY PER ARTICLE III, CHAPTER 9, SECTION 3928 OF THE CITY OF CARSON MUNICIPAL CODE.

APPLICATION CONTENTS

The following information are required to process a Certificate of Compliance application:


  1. Three (3) copies of a Plot Plan Map (8"x11" in size) containing:
    1. Boundary information necessary to determine Certificate of Compliance
    2. Basis of Bearing
    3. Professional Engineer (PE) or Licensed Surveyor (LS) stamp and signature
    4. Title "Certificate of Compliance No._____________"
  2. Title Report - no more than 90-days old
  3. Completed and notarized Certificate of Compliance form with original owner signatures
  4. A $1250 processing fee

Lot Line Adjustment

APPLICATION CONTENTS:

The following is required to process a lot line adjustment application:
  1. Three (3) copies of a plot plan map (8 ½ x 11 inches in size) containing:
    1. Boundary information necessary to determine lot line adjustment.
    2. Basis of bearing.
    3. Written legal description of existing and proposed parcel with wet signature and seal of L.S. or qualified C.E.
    4. Engineer's or Surveyor's certificate with seal, address and telephone number, registration or license number of engineer or surveyor who prepared the map.
    5. Title "LOT LINE ADJUSTMENT NO. ________".
    6. Vicinity map with north arrow and scale indicated.
    7. Name, address and telephone number and wet signature of owner.
    8. Drawn to scale plat with north arrow and scale.
    9. Location, width and names, if any, of all existing streets; and the location, width and purpose of all easements, if any, which lie within the boundaries of the land proposed for adjustment.
    10. Names of the owners and the assessor's numbers be labeled within a adjacent to the parcels involved.
    11. Existing boundary and lot line to be eliminated to be shown as a dashed line.
    12. Proposed boundary to be shown as a solid line.
    13. Net area of proposed lot and each existing lot.
    14. The dimension of each boundary of each proposed lot.
    15. The location of all existing buildings and structures and their uses, the distance between said buildings and structures, and the minimum distance between each building or structure and the boundary of the proposed lot on which it is located.
    16. Location of all railroads, drainage courses, all natural or man made obstacles, and an indication of any physical restrictions or conditions in the subdivision which affect the use of the property.
    17. A statement of the existing zoning and the proposed use of each lot.
  2. Title Report, Easement documents (if any) and reference maps:
    For verification of current ownership, a Title Report/Property profile not more than 90 days old is required for each lot affected. Applicant(s) must also submit proof that each affected lot was created legally. Lots were created by the following means are considered legal:
    - Lots created by means of a Parcel or Tract Map.
    - Lots created (and intended to be) by a Record of Survey prior to 3-4-72.
    A Certificate of Compliance or Parcel Map will be required if any of the affected lots do not meet the above criteria.
  3. Completed and notarized Lot Line Adjustment form with the signature of each owner.
  4. A $1,000.00 processing fee.
  5. Traverse calculations.

    1. Boundary information necessary to determine the lot merger.
    2. Basis of bearing.
    3. Written legal description of existing and proposed parcel with wet signature and seal of Licensed Land Surveyor (L.S.) or qualified Civil Engineer (C.E.).
    4. Engineer's or Surveyor's certificate with seal, address and telephone number, registration or license number of engineer or surveyor who prepared the map.
    5. Title "LOT MERGER NO. _________."
    6. Vicinity Map with north arrow and scale indicated.
    7. Name, address, telephone number and wet signature of owner.
    8. Plot plan with north arrow and scale.
    9. Location, width and names, if any, of all existing streets, and the location, width and purpose of all easements, if any, which lie within the boundaries of the land proposed for adjustment.

Please Note:
  1. The lot merger shall be in compliance with Subdivision Map Act, and City ordinance requirements.
  2. No parcel is reduced below the minimum area designated by the City's zoning ordinance.
  3. Plot plan, legal description and original copy of the certificate of compliance will be recorded with the County Recorders Office.
  4. Recordation of this certificate is the applicant's responsibility to have new deed(s) prepared and recorded, reflecting the lot merger. The deed shall contain language referencing the City's approval date, recordation number and recordation date. The approval of this lot merger is to state that the lot merger approval shall be null and void if deeds are not recorded within six months of recordation.
