The Los Angeles Regional Water Quality Control Board is the lead agency overseeing Shell Oil Company in the environmental investigation of the Carousel Tract. The Water Board has initiated the environmental investigation as a result of potentially significant and harmful contamination in the soils and groundwater underlying the Carousel Tract. The City does not have local regulatory authority and will assist the Water Board and other supporting state and county agencies in a thorough and rapid environmental investigation.
Final Clean-up and Abatement Order
On March 11, 2011, the Regional Board issued Final Cleanup
and Abatement Order (CAO) No. R4-2011-0046, directing Shell
Oil Company to assess, monitor, and cleanup and abate total
petroleum hydrocarbons and other contaminants of concern
discharged to soil and groundwater at the former Kast
Property Tank Farm.

Residential Sampling Activity
As of
September 23, 2011, the completed Residential Sampling
Activity is as follows:
- 261 homes have been screened for methane. (92%)
- 261 homes have had soils sampled and vapor probes installed.
(92%)
- 251 homes have had sub-slab soil vapor probes sampled (88%).
- 42 homes have had indoor air sampling. (15% completed)
There are a total of 285 homes within the Carousel neighborhood.
