Background
Since February, 2001, a consortium of agencies, including the
Gateway Cities council of Governments (COG), Caltrans, The Los
Angeles County MTA, Southern California Association of Governments (SCAG),
the Ports of Long Beach and Los Angeles, and cities in the 710
Corridor have participated in a comprehensive study of the
Corridor. An Oversight Policy Committee (OPC) - comprised of
members of the above agencies - oversees the progress of the study.
The purpose of the study has been to analyze traffic congestion and
other transportation-related problems to develop solutions.
In 2003, a set of five transportation
alternatives (solutions) were proposed to the public for
evaluation. Members of the communities along the corridor expressed
serious concerns with property acquisition required by the five
alternatives, as well as other impacts on health and community. As
a result, the OPC called for an extension of the study period so
that cities can work with their communities to come up with a more
acceptable, viable alternative -- which will likely involve
significantly adapting or revising the preliminary alternatives.
In July 2003, the OPC approved the formation of
Community Advisory Committees (CACs) and a Corridor Advisory
Committee comprised of chairs of the CACs and other agency and
organizational representatives. These groups were charged with
meeting to gather community ideas and forge consensus on solutions
for the corridor. The OPC has adopted a set of "guiding
principles" to provide direction for the process. |
