THE POSITION

Under the direction of an assigned supervisor, enforce provisions of the City's Municipal Code including zoning laws and health and safety codes; perform inspections and searches; issue citations, notices and orders; pursue collection of revenues and other outstanding debts owed to the City; and respond to related complaints and questions.  Incumbent may be exposed to variable temperatures; slippery surfaces; loud noises; sunburn; dust and pollen; silica dust such as asbestos in old homes; bee stings; infections, such as a tick-borne Lyme disease or mosquito-borne encephalitis; angry or hostile persons and animals; corrosive chemicals; and wetness, such as while walking in the rain or at a site inspection.

 

ESSENTIAL DUTIES

Enforce Municipal Code regulations such as public peace, sanitation and health, taxes and licenses, streets, building and planning and zoning ordinances;  perform field checks of contractors and subcontractors for proper licenses or permits; review building permit applications to determine that buildings, adjacent structures and land usage are in conformity with health and safety regulations; write citations for violations and perform office follow-up work on citations as required; prepare complaints for filing; pursue collection of revenues and outstanding debts owed the City using appropriate enforcement procedures; prepare and assemble supporting documentation for small claims court cases and represent the City in small claims court; assist in prosecuting cases involving Municipal Code violations and give testimony in court; explain and interpret municipal ordinances and other regulations as needed; interface with community and governmental agencies as required; answer questions and provide information for the public concerning topics related to Code enforcement; prepare and maintain a variety of files and prepare reports as required; hazardous materials first responder; serve on primary emergency response team in case of emergency or disaster in a position assigned by the City emergency plan; and perform related duties as required.

 

QUALIFICATIONS

Education and/or Experience:  Any combination equivalent to graduation from a recognized college with an Associate of Arts degree and approximately three (3) years of paid full time experience in public contact work involving regulatory codes, collections, credit, public relations, investigation, or inspection work.  Additional qualifying experience may be substituted for the required education on a year for year basis up to two years.

 

Knowledge of:  Applicable laws, codes, regulations, policies and procedures; City organization, operations, policies and objectives; techniques of collection, inspection and investigation; modern office practices, procedures and equipment; record-keeping techniques; and interpersonal skills using tact, patience and courtesy.

 

Skill and/or Ability to:  Enforce provisions of the City Municipal Code and zoning laws and health and safety codes, building codes, fire codes, and animal pound regulations; perform inspections and searches; issue citations, notices and orders and respond to related code enforcement complaints and questions; perform collection duties and follow-up as necessary, up to and including filing and representing the City in small claims court cases; perform procedures and techniques used in investigation or inspection for compliance with municipal ordinances and regulations; interpret required City ordinances, state and federal laws and apply them to a variety of situations; interpret engineering plans; attend specialized workshops, seminars, and training meetings related to code enforcement and public security; communicate effectively both orally and in writing; maintain records and prepare reports; and establish and maintain cooperative and effective working relationships with others.

 

License and Certificates:  Possession of a valid California Class C driver’s license is required.  Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program, which confirms possession of a valid driver’s license and reflects driving record.  Ability to be insured by the City’s insurance carrier is required. Ability to obtain an 832 P.C. certificate within the probationary period is required.

 

Working Conditions:  Employee accommodations for physical or mental disabilities will be considered on a case-by-case basis.  Positions in this class normally require the mobility to stand, stoop, reach and bend; require the mobility of arms to reach and dexterity of hands to grasp and manipulate small objects; require the ability to stand for long periods; require the ability to walk long distances; perform work which involves the frequent lifting, pushing and/or pulling of objects which may approximate 50 pounds and may occasionally weigh up to 100 pounds; may be required to work in inclement weather without effective protection from sun, cold and rain; may be required to use City and/or personal vehicle in the course of employment; and may be required to work evenings and/or weekends.

SELECTION PROCESS

Applications will be screened and evaluated for relevant training and experience.  Those applicants determined to be among the most qualified may be invited to participate in a written examination, weighted 100%.  An employment eligibility list will be established in accordance with the City’s Personnel Rules, Rule VI, Employment List Procedures.
