    On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Statewide General Waste Discharge Requirements (WDRs) and a Monitoring and Reporting Program for sanitary sewer systems. The regulations were in response to growing public concern about the water quality impacts of sanitary sewer overflows (SSOs), particularly those that cause beach closures, adversely affect other bodies of water, or pose serious health and safety or nuisance problems.

    In compliance with the requirements of the WDRs, the City of Carson prepared its SSMP. By implementing the procedures contained in this SSMP, the occurrence of SSOs should be minimized to the greatest extent practicable throughout the City's sanitary sewer collection system.
