ITEM NO. (4) AWARD A PURCHASE CONTRACT FOR SIX ¾-TON PICK-UP TRUCKS WITH EXTENDED CAB AND UTILITY BODY (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
1. AWARD a purchase contract for six ¾-ton pick-up trucks to Hoblit Motors, in the amount of $161,574.14, with cash discount terms of $3,000 to be deducted from the final invoice when paid within 30 days of receipt of the vehicles for a final purchase price of $158,574.14.

ITEM NO. (5) AWARD A PURCHASE CONTRACT FOR THE PURCHASE OF FIVE ¾-TON PICK-UP TRUCKS WITH EXTENDED CAB (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
1. AWARD a purchase contract for five 3/4-ton pick-up trucks with extended cab, two with rear lift gates, to Hoblit Motors in the amount of $114,324.01.

ITEM NO. (6) APPROVAL TO AWARD A SERVICE CONTRACT FOR WATER MANAGEMENT AND EQUIPMENT MAINTENANCE SERVICES FOR THREE CITY SWIMMING POOLS (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
1. AWARD a service contract to Sea Clear Pools in the amount of $29,409 for one year beginning May 2004.

ITEM NO. (7) SUPPORT OF ELECTRICAL RESTRUCTURING: RELIABLE ELECTRIC SERVICE ACT OF 2004 – ASSEMBLY BILL NO. 2006 (NUNEZ) (CITY MANAGER)
RECOMMENDATION for the City Council:
1. WAIVE further reading and ADOPT Resolution No. 04-059, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA SUPPORTING THE RELIABLE ELECTRIC SERVICE ACT OF 2004 (ASSEMBLY BILL NO. 2006).”

ITEM NO. (8) SETTING A PUBLIC HEARING TO CONSIDER GRANTING A PIPELINE FRANCHISE TO PARAMOUNT PETROLEUM CORPORATION (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 04-055, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DECLARING ITS INTENTION TO GRANT A NON PUBLIC UTILITY PIPELINE FRANCHISE TO PARAMOUNT PETROLEUM CORPORATION.”
2. SET the matter for public hearing on May 18, 2004.

ITEM NO. (9) AUTHORIZATION FOR A HUMAN RELATIONS COMMISSION MEMBER TO ATTEND THE CALIFORNIA ASSOCIATION OF HUMAN RELATIONS ORGANIZATIONS’ 29TH ANNIVERSARY CONFERENCE (CITY MANAGER)
RECOMMENDATION for the City Council:
1. AUTHORIZE a Human Relations Commission member to attend the California Association of Human Relations Organizations’ 29th Anniversary Conference.
ACTION:
ITEM NO. (10) APPROVE PAYMENT FOR ADDITIONAL WORK FOR STEVENSON PARK GYMNASIUM PROJECT (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
TAKE the following actions:
1. AUTHORIZE the amendment to increase the purchase order issued to R. L. Douglas Electric, Inc. in the amount of $17,965 to an amended total of $26,853.
2. APPROVE the payment of the additional electrical work performed by R. L. Douglas Electric, Inc. in the amount of $8,888.

ITEM NO. (10A) ADOPTION OF RESOLUTIONS NO. 04-022 AND 04-047 AMENDING THE CITY OF CARSON’S CLASSIFICATION PLAN AS A RESULT OF THE IMPLEMENTATION OF THE CITYWIDE CLASSIFICATION AND COMPENSATION STUDY AT THE MEDIAN LEVEL (ADMINISTRATIVE SERVICES)
RECOMMENDATION for the City Council:
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 04-022 “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY AMENDING SALARY RANGES AND CLASSIFICATION TITLES, TO BE EFFECTIVE AS OF JULY 1, 2002, AS A RESULT OF THE IMPLEMENTATION OF THE CITYWIDE CLASSIFICATION AND COMPENSATION STUDY AT THE MEDIAN LEVEL.”
2. WAIVE further reading and ADOPT Resolution No. 04-047 “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY AMENDING SALARY RANGES AND CLASSIFICATION TITLES, TO BE EFFECTIVE AS OF JULY 1, 2004, AS A RESULT OF THE IMPLEMENTATION OF THE CITYWIDE CLASSIFICATION AND COMPENSATION STUDY AT THE MEDIAN LEVEL.”
3. APPROPRIATE $3,009,028 from the unreserved, undesignated general fund balance to the appropriate salary accounts to cover the cost of implementing the city-wide classification and compensation study.

ITEM NO. (15) AWARD OF CONTRACT – LANDSCAPED MEDIAN MAINTENANCE (DEVELOPMENT SERVICES)
RECOMMENDATION for the City Council:
TAKE the following action:
1. AWARD Swayzer’s Inc. a three-year Landscaped Median Maintenance Contract, in the amount of $920,856.
2. AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.
3. APPROPRIATE $43,957 from the unreserved, undesignated General Fund balance for the additional costs of the contract for FY 2003/04.

ITEM NO. (16) DIRECTIONS ON FILLING COUNCIL VACANCY (DEAR) (CITY CLERK)
RECOMMENDATION for the City Council:
CHOOSE ONE of the following:
1. Within 30 days (by May 6, 2004), from the commencement of the vacancy, fill the vacancy by appointment for a remaining term to expire March 8, 2005.
2. If no appointment is made within the 30 days, call an election to fill the vacancy, to be held on the next regularly established election date not less than 114 days after the call.
3. Continue this item to May 4, 2004 to make a decision to appoint or call an election to fill the vacancy.
